Strategic Planning Officer

***This position requires an active TOP SECRET clearance.***

As a Strategic Planning Officer for the Office of Global Women's Issues (S/GWI), you will advance gender equity and equality priorities through data collection, reporting, analysis, and knowledge management. You will also lead institutional reforms for gender data and measurement while supporting the development and evaluation of training requirements.

Compensation & Benefits:

Estimated Starting Salary Range for Strategic Planning Officer: $156,407.48

Strategic Planning Officer Responsibilities Include:



  • Conducting data collection, reporting, and data analysis for the Department of State's Action Plan for the National Strategy on Gender Equity and Equality, S/GWI's functional bureau strategy, and other policy priorities.
  • Developing and maintaining knowledge management systems, including SharePoint, to capture, store, share, and effectively manage the knowledge and experience of S/GWI's technical experts.
  • Leading institutional reforms related to gender Data and Measurement and supporting institutional reforms for training requirements associated with the Women, Peace, and Security Act.
  • Consulting with key stakeholders to maintain and update a unified monitoring, evaluation, and learning (MEL) framework to assess progress of S/GWI's Functional Bureau Strategy (FBS) and the Department of State's Action Plan for the National Strategy on Gender Equity and Equality.
  • Supporting efforts to ensure complementarity between, and non-duplication of data collection, reporting, training, and other requirements related to various U.S. strategies, including Women and Girls At Risk From Violent Extremism and Conflict, Women, Peace, and Security, Gender-based Violence Globally, and Women's Economic Security.
  • Leading S/GWI's knowledge management efforts, including organizing and centralizing files and institutional resources for Department personnel via relevant platforms (e.g., SharePoint, Diplopedia).
  • Tracking participant information and key metrics for reporting in regular and ad-hoc processes.
  • Coordinating closely across all teams to track accomplishments, run reporting, and ensure accuracy in messaging about Office successes and accomplishments.
  • Coordinating with various bureaus and overseas posts for training logistics, design, facilitation, and reporting.
  • Facilitating collaboration with the Equitable Data Working Group and the Office of Foreign Assistance (F) on measurement indicators, MEL frameworks, and gender data collection.
  • Maintaining strong working relationships across the Office, Department, and interagency to advance professional development of S/GWI staff.
  • Supporting other PPD tasks as needed, including congressional engagement and consultative mechanisms with civil society, women, and girls.
  • Building a data collection tool to measure and evaluate progress on the implementation of the National Strategy on Gender Equity and Equality and associated strategies and policy objectives.
  • Developing, implementing, and maintaining an optimal database platform for conducting and streamlining S/GWI annual data calls for required reporting.
  • Collaborating with various partners and stakeholders to pilot, roll out, manage, and provide technical support for the data collection platform.
  • Identifying database and data set needs and leading systems development life cycle for data access features.
  • Performs other job-related duties as assigned


Strategic Planning Officer Experience, Education, Skills, Abilities requested:

Qualifications and Requirements:



  • Education:

    • Bachelor's or Master's degree in fields such as international relations, history, economics, management, business administration, political science, or gender-related disciplines.

  • Certifications:

    • Project Management Professional (PMP) certification or equivalent (preferred).

  • Experience:

    • 8 years of relevant experience with a Bachelor's degree or 6 years with a Master's degree.
    • Experience in strategic and operational planning.
    • Expertise in training facilitation and training-of-trainers programs.
    • Skilled in developing measurement indicators to track the impact of policies and programs.
    • Proficiency in data analysis using tools like STATA and Tableau.
    • Proven ability to create and implement monitoring, evaluation, and learning (MEL) frameworks.

  • Preferred:

    • Subject matter expertise in training, curriculum development, policy formation, and program development.
    • Deep understanding of women's rights, gender issues, and gender integration (strongly preferred).

  • Skills and Abilities:

    • Proficiency in Excel, Tableau, Microsoft Forms, ServiceNow, Azure Cloud, and SharePoint.
    • Capable of managing multiple tasks and coordinating activities effectively.
    • Demonstrated problem-solving abilities and capacity to foster consistent, high-quality performance.
    • This role requires a dynamic individual with a robust background in strategic planning, training, and data analysis to drive impactful programs and policies.
    • Strong attention to detail and organizational skills.
    • Advanced communication skills in English (both written and spoken).

  • Clearance and Other Requirements:

    • Active Top Secret Clearance is required.
    • US Citizenship is required per our government client
    • Must pass pre-employment qualifications with Cherokee Federal.
