SUMMARY
The NSIN ICON task will support the National Geospatial-Intelligence Agency (NGA) CIO-T Accessibility Office mission in support of Section 508/IT Accessibility, advocating and overseeing implementation of Electronic and Information Technology to ensure it is consistent with policy and accessible to people with disabilities.
This position advises, assists, leads, manages, works and/or supports Information and Communications Technology (ICT) to support research, technical analysis, testing, implementation, and cyber security analysis for the Enterprise IT Architecture. The contractor shall support the implementation of a centralized captioning and transcription service to include research, development, procurement, and implementation of a system or systems which rely on machine learning and human machine teaming.
JOB DUTIES AND RESPONSIBILITIES
* Perform technical evaluation of enterprise IT Architecture (ITA) to assess gaps in accessibility and impacts to system security.
* Perform requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration for captioning technologies.
* Participate in all phases of risk management assessments and software/hardware development with emphasis on analysis of user requirements, test design, and test tools selection that compliment system security.
* Track the progress of accessibility for applications.
* Assist with developing educational training on ITA requirements for the workforce for applicability and design considerations for software development, system engineering, and acquisition.
* Assess and audit Enterprise for Accessibility and develop strategic plans, policies, and processes to support Accessibility.
* Perform requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration for captioning technologies.
* Assist in the capture and translation of mission and customer requirements/needs into systems/capability requirements and solutions.
* Perform analyses and support prioritization and allocation of requirements to systems architecture components and executing programs.
* Plan and execute systems integration activities.
* Conduct Trade Studies and Engineering Assessments of captioning and transcription emerging capabilities.
* Integrate multiple systems, services, processes, and interfaces within all captioning and transcription application acquisitions and across all relevant organizational and agency boundaries.
* Provide documentation and technical writing support.
* Perform research on methodology of how computer programs, applications, electronic devices etc., analyze, produce, modify, or respond to human texts and speech.
* Call Application Program Interfaces (APIs) to modify and integrate caption and transcription engines.
* Design Accessible Code that accesses various services relevant to Captioning and Transcription on a LINUX system.
* Read, comprehend, and translate documentation pertaining to the technical application of an automated Caption and Transcription Service and any impacts to system and cyber security.
* Draft technical papers and documentation on automated captioning and transcription.
* Perform and support system testing using applications such as WOWZA.
* Read, comprehend, and execute documentation concerning the configuration of closed captioning for live streaming.
* Develop and implement algorithms, scripts, and predictive analytics to support Captioning and Transcription efforts.
ADDITIONAL SKILLS & QUALIFICATIONS
Required Skills
* Bachelor's degree in STEM or Business field, or equivalent experience with a related field and a minimum of 12 years of experience in a distinct functional or cross-functional area.
* Seven years of systems engineering experience.
Preferred Skills
* Master's degree in STEM or related discipline.
* Relevant industry standard certifications such as Certified Systems Engineering Professional (CSEP), Expert Systems Engineering Professional (ESEP), Certified Systems Modeling Professional-Advanced (OCSMP-A).
* Experience with Model Based Systems Engineering (MBSE) tools and methodologies.
* Section 508/IT Accessibility experience.
WORKING CONDITIONS
Environmental Conditions
* Contractor site with 0%-10% travel possible. Possible off-hours work to support releases and outages. General office environment. Work is generally sedentary in nature, but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
Strength Demands
* Sedentary - 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
