Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty, and addictions. SUMMARY: The Program Manager is responsible for the direct oversight of the Housing Rapid Response Program (HRR) and Supportive Transitions for Stabilization Program (STS) operations and staff. This person will work closely with the Service Coordination Team (SCT), the Behavioral Health Unit (BHU) and Multnomah County Parole and Probation. The STS program currently supports 12 beds for people experiencing Homelessness, and in need of Addiction and Mental Health support. The HRR program has 24 units for participant stabilization at the Golden West building and 30 recovery housing units at the Estate building serving people experiencing homelessness and in need of addiction and mental health support and treatment. The Program Manager is responsible for ensuring CCC is supporting the contracts of the programs requirements and provides supervision to the HRR supervisors. Schedule: Monday-Friday; 8:00am-5:00pm Location: Golden West 707 NW Everett St. Portland, OR 97209 Salary: $62,400 - $87K ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provide leadership, oversight, and supervision to staff and supervisors in assigned programs.
- Communicate with SCT Team, internal and external Partners.
- Collaborate with all City, County, State and Federal agencies to improve programs funded by these agencies in collaboration with community partners.
- Monitor program discharges, financial obligations, and disciplinary actions.
- Monitor, and assist as appropriate, with innovative strategies for engagement and retention of program participants.
- Create and update forms and processes reflecting the current needs of the program.
- Attend all staff meetings and community Partner meetings.
- Supervise and monitor all administrative responsibilities of staff.
- Work collaboratively with the Associate Director of Re-Entry and Stabilization Programs to ensure efficiency and outcomes in all programs.
- Work as a team member with CCC staff.
- Develop working relationships with Internal and external Partners
- Monitor and manage client utilization of assigned units.
- Ensure adequate staffing of and demonstrate availability to a 24-hour facility. Provide or coordinate coverage when needed.
- Represent CCC Supportive Housing in the greater community.
- Identify and coordinate staff training needs.
- Adhere to all state and federal privacy and security regulations applicable to the program, and to CCC policies and agreements regarding confidentiality, privacy, and security
- Participate in compliance, quality assurance and quality improvement activities as directed.
- Perform other duties as assigned.
SKILLS AND ABILITIES:
- Demonstrated basic knowledge and skills in chemical dependency, mental health and issues of homelessness.
- Knowledge of how to work with combative tenants/clients and in an environment where people could be verbally hostile.
- Ability to understand and follow verbal and written instructions.
- Ability to maintain accurate records and necessary paperwork.
- Computer skills necessary to accomplish duties.

- Understanding of a Housing First and stages of Change model of Service.
MINIMUM QUALIFICATIONS
- High School Diploma or GED required.
- 2. 5 years of experience working in supportive housing, behavioral health, social services, or related environment with 2 years of supervisory/lead experience required. Bachelor's degree preferred.
- Experience working with people in recovery from chemical dependency and homelessness and mental illness.
- Must be able to follow enrollment, screening, assessment and case management planning protocol.
- Must not actively be on parole or probation.
- Must be able to work under stressful conditions.
- Must be able to be on-call on a rotating basis.
- Must be able to proficiently use Microsoft Office including Excel, Outlook, and Word.
- Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
- Must pass a pre-employment drug screen and background check.
- Will be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.
- Must be able to perform considerable intra-city travel.
- Must possess a current driver's license, access to a vehicle, qualify as an Acceptable Driver as designated in Central City Concern's Fleet Safety policy. Must pass an initial driver's training within 60 days of being an approved driver and continued recertification training. Must maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage.
- Must be able to climb stairs several times a day.
