Department Overview

Operations Support is dedicated to creating cross-commodity consistency and standards in Operations. The team provides support services guided by best practices and a relentless pursuit for improvement. It has single points of accountability for Work Management & Resource Planning, Execution Support, Business Operations & Process Improvement, PG&E Academy, and Enterprise Public Works. Operations Support is comprised of approximately 1,000 coworkers.

The Benchmarking & Analytics team supports PG&E's Gas & Electric operations by enabling, facilitating and promoting the use of data-driven analysis, benchmarks and best practices to drive situation awareness, continuous improvement and Industry-leading performance.

The team uses research and data analytics to support operational performance improvement and employs a three-step methodology to:

  • Help operational teams establish their baseline performance and determine gaps in performance and/or processes
  • Identify top performers and research and document best practices related to those gaps
  • Support operations diagnose under-performance and help develop, communicate and track effective and sustainable solutions to close performance gaps

Position Summary

The Program Manager (Electric Industry Benchmarking) manages and/or administers our industry partnership and memberships to support electric operations benchmarking needs. May act as a single point of contact and subject matter expert for surveys and outreach from utilities who want to benchmarking with the company using standard benchmarking processes and guidelines for operations. The Program Manager interacts with external utility benchmarking leads to develop partnerships, may represent the Company at electric industry conferences and develops materials such as presentations, learnings and charts for Electric leadership. The Electric Industry Program Manger works closely with the Benchmarking Principal for Electric to support problem solving of key electric operational challenges, ensure memberships are well-represented and to drive awareness of learnings from the industry.

This position is hybrid, working from your remote office and assigned location based on business needs.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

A reasonable salary range is:

Minimum Base Salary (Bay Area) $ 122,000.00

Maximum Base Salary (Bay Area) $ 194,000.00

Job Responsibilities

  • Applies expert knowledge of Program Management to wide-ranging issues and assignments. Works independently with guidance on only the most complex issues. May lead project teams.
  • May design and develop new programs under a larger umbrella of goals and initiatives.
  • Manages all aspects of programs that are cross departmental, complex and have a significant impact on the line of business. Leads development of plans to achieve program goals.
  • Provides standardized regular reports, along with custom, ad-hoc reports for special projects. May supports divisions with reporting for operational metrics to provide intelligence on performance trends. Develops and delivers presentation to leaders regarding the program progress toward goals.
  • Plans and forecasts work to be completed as part of the program. Monitors and ensures closure/completion of projects and/or other program maintenance & construction work orders. Identifies issues and develops solutions. Presents recommendations and implementation plan to leadership for approval.
  • Performs trend analysis to identify cost drivers and develop and execute mitigation plans to improve business results. Manages capital and expense spending to ensure work identified in the program plan is completed and productivity cost targets are achieved. Reviews cost monitoring systems to ensure that adequate controls are in place to uncover and correct erroneous charges.
  • Negotiates and sets productivity and unit cost targets. Prepares accurate forecasts, monitors spending, and develops and presents variance explanations. Develops business case for budget and/or additional funding during the year. Works closely with peers and leaders in line of business to ensure financial targets are understood and achieved.
  • Leads partner organizations to develop and implement improved processes, best practices, controls and procedures to improve efficiencies, compliance and customer satisfaction and reduce cost.
  • May work with other project or program managers or peers in other departments or regions to reschedule work, re-allocate funds and explore other means to achieve financial and productivity goals.
  • Represents the program as a subject matter expert and stakeholder on process improvement teams, regulatory filings, and various stakeholder groups. May support the GRC witness with testimony development and data request response support.
  • May develop new policies and all relevant processes, infrastructure, documentation, tools, etc. to support a new program. Develops tools for tracking and control.
  • Develops communication and training plans. Ensures target audience is fully educated in the purpose of the program and the proper processes and requirements to follow. Ensures compliance with the program.
  • Ensures regulatory compliance with the program.
  • May provide leadership or work direction to lower-level peers.
  • May leads work teams or groups, no official direct reports.

Qualifications

Minimum:

  • Bachelor's degree or equivalent experience
  • 7 years' total related experience
  • Experience managing capital expense budgets

Desired:

  • PMI-Project Management Institute PMP-Project Management Professional certification
  • In depth knowledge of gas utility processes, regulatory requirements, critical success factors, goals and initiatives.
  • Team leadership and collaboration skills.
  • General financial management & budgeting skills and business acumen
  • Strong communication, interpersonal, influence skills. Basic negotiation skills.
  • Analytical problem solving and decision-making ability
