Position Highlights

The Mel and Enid Zuckerman College of Public Health (MEZCOPH) at the University of Arizona invites applicants for the position of Assistant Dean, Finance and Administration. The Assistant Dean will oversee financial, compliance, and building operations for the college. They will develop and monitor budgets, policies, and procedures to ensure financial sustainability and compliance. The incumbent will also be responsible for providing guidance and assistance with strategic planning, policy adherence, staffing plans, and resource allocations.

Duties & Responsibilities
  • Prepare and manage the College of Public Health annual all-funds budget ($50 million annually) and year-round planning processes with input from the College Senior Leadership Team regarding enrollment metrics, operating changes, strategic projects, and staffing plans; and take into consideration of the University Budget Office published planning assumptions such as rate changes and university initiatives.
  • Establish and manage budget categories and operating budgets. Monitor fund balances, encumbrances, and set up appropriate chart of account for efficient reporting and analysis.
  • Utilize budget and historical data to assist with planning future needs for hiring, research, student support, and other college initiatives.
  • Advise the Dean and College leadership on the status of budget and spending.
  • Develop short- and long-term financial goals and objectives and determine implementation plans, and partners in the development of new revenue sources.
  • Model and forecast prospective revenues and expenditures under different assumptions and scenarios, developing implementation plans and procedures for operational changes.
  • Participate as a member of the College's senior leadership team and advise the Dean and senior administrators on financial and administrative issues.
  • Oversee and monitor fulfillment of commitments such as startup, retention, faculty incentives, renovation, salary, and program development. Advise the Dean as to the best utilization and leveraging of college resources.
  • Assist the Dean with establishing and maintaining faculty and staff hiring and compensation models. Manage raise, furlough, and hiring freeze programs.
  • Supervise a team of financial and administrative professionals overseeing the finance and facilities functions for the College. Lead and mentor staff to achieve performance expectations and remain open to change and innovation.
  • Develop, implement, and monitor College policies and procedures to ensure compliance and efficiency.
  • Communicate and advise on University policy, procedure, and system updates related to processing financial, travel, and personnel transactions.
  • Prepare and make presentations to faculty, staff, UAHS, and University leadership to report College financial, staffing plan, and space activity and projections.
  • Oversee facilities need such as building access, security, required maintenance or improvement, space survey, and property inventory.
  • Oversee the College's $35M research award portfolios to ensure proper spending of grant funding, adherence to policies and guidelines, appropriate funding plans for faculty & staff, and timely closeout of grants.
  • Work with the Dean and other unit leadership to negotiate grant F&A allocation. Review and approve research proposals on behalf of the College.
  • Collaborate with campus units such as Financial Services, HR, UAHS Pre-Award, Sponsored Projects, other campus units, faculty, and department chairs to address financial and administrative challenges and solve issues.
  • Oversee the new strategic investment funds such as Dean's Strategic & Innovation Funds and Dean's Student Research funds.
  • Provide management and oversight for PIF proposal submission and awards management.
  • Act on behalf of the Dean in representing the College on various UA/UAHS committees and in discussions with various stakeholders.
  • Member of College and University Committees including Dean's Council, Evaluation Committee, University Business Officers (UBO), College Academic Business Officers (CABO), UAHS Space Committee, UAHS Finance, and other ad-hoc committees based on needs.
  • Promote and provide training for business office team members as well as other administrative staff of the College.
  • Serve as the system provisioning liaison for the College and manage system access for college personnel.
  • Promote ethical behavior in all business-related activities and ensures compliance with regulations.
  • Support the mission of the College and fosters positive working relationships with faculty, staff, students, alumni, and friends of the College through strong professional judgment, customer service, confidence and competence, and character.

Knowledge, Skills and Abilities:

  • Understanding of financial principles and the ability to prepare and dissect complex budgets.
  • Knowledge of financial modeling, variance analysis, and interpretation of financial data.
  • Ability to clearly explain financial information to faculty, staff, and senior administrators both verbally and in writing.
  • Proficiency in accounting principles, governmental accounting, grants management, and University policies and procedures.
  • Ability to write, interpret, implement, and communicate policies and procedures.
Minimum Qualifications
  • Bachelor's degree or equivalent advanced learning attained through professional level experience.
  • Minimum of 11 years of related work experience, including 7 years of managerial experience, preferably in large complex institutions or organizations, or equivalent combination of education and work experience.
  • Experience leading multiple teams, projects, programs and/or functions.
Preferred Qualifications

  • Master's degree in Business, Finance, Management, or a related field.
  • Experience in supervising a team to achieve efficient customer service.
