PRINCIPAL RESPONSIBILITIES: IT Solution Designer is responsible to ensure the suite of applications being used within the Alliance's IT department is scalable, reliable, available and manageable. This role requires a blend of technical expertise, creativity, and strong communication skills to translate healthcare business requirements into scalable and efficient IT solutions, with a particular focus on AWS, SSIS, and Oracle technologies. Engage with stakeholders from both IT and healthcare sectors. Provide clear communication, comprehend their expectations, and offer sustainable and balanced solutions that span across different applications. Work towards a mutual understanding with interdisciplinary stakeholders, discern and record suitable solutions, and convey intricate designs effectively within the existing framework. Offer expert leadership and direction throughout the development process of the solution. Execute initiatives for designing solutions that demonstrate tangible business improvements aligned with the company's strategies. Must possess comprehensive responsibility and ownership over the solution design and its architectural elements. Must create solution design roadmaps and develop frameworks for the technology architecture, efficiency, data consolidation, and application layers in the context of the company's wider systems environment. Responsible for crafting solutions in projects, advancing technological abilities, and various operational sectors. Ensure that solutions align with healthcare regulations, architectural standards, security policies, and best practices. Principal responsibilities include:
- Develop a Roadmap and a high-level systems design document to outline application and systems integration, and the overarching design strategy for stakeholders such as IT Management, DBAs, IT Infrastructure personnel, Application Managers, Developers, IT Security staff, Business Stakeholders, and Project Teams.
- Create database models and designs to meet organization's strategic needs. Strong understanding of database concepts and database modeling techniques.
- Perform analysis of business requirement and develop physical and logical data model for Datawarehouse to support them.
- Translation of conceptual architecture to logical and technical architecture diagrams and solutions which can be implemented by the dev team.
- Give comprehensive solutioning and designs that focus on scalability, manageability and reusability in terms of the existing database structures/modules.
- Develop approaches for warehouse implementation, data acquisition and archive recovery strategy.
- Create technical documentation, reports, and diagrams that depict the present and future state of data integration, as well as application and interoperability solutions.
- Have technical understanding of data models, data standards and business glossary.
- Must possess a wide range of skills in designing solutions, encompassing database & data warehousing, front-end technology & frameworks, infrastructure factors, and API integration. Ensure clear communication with various stakeholders and achieve agreement to embrace and execute the solution designs that backs key IT and business strategies.
- Ability to articulate Current State and Propose Future state with a feasible migration path to stakeholders.
- Proven experience in designing and implementing complex IT solutions, including software applications, integrations, and infrastructure in the healthcare domain.
- Collaborate with the Data Integration Director and other IT stakeholders on Infrastructure, Data Security, and Data Governance to create architectural artifacts that adhere to both regulatory and AAH's internal standards and policies.
- Design ETL integration solutions and produce all design phase deliverables including technical design documents, flowcharts, mappings and evaluating impacts to performance and scale to support SLA as required.
- Analyze data issues, identify, and articulate the business impact of data problems.
- Develop a Data Integration Solution design for EDI and Data Systems, including Data Warehouse, ODS, Vendor platforms, among others.
- Create Application Integration solutions for healthcare Systems including, Member portal, Provider portal, claims processing, etc. meeting FHIR standards.
- Develop and assess a comprehensive Full Stack Application Solution design to fulfill business needs.
- Must possess a wide range of skills in developing solutions, involving integration middleware, databases & data warehouses, front-end technologies & frameworks, and infrastructure planning. Experience in creating solutions with API-based interfaces, systems with high throughput, and performance-focused architecture is required.
- Implement data integration, application, and process architecture improvements to advance critical systems at Alameda Alliance, such as the Pre-Processor, Provider Not Found, and Member Not Found interfaces.
- Exhibit understanding, demonstrate patience, and apply persuasive techniques to gain the support and agreement of stakeholders from various functional areas.
- Collaborate with a project group in aiding the conception, creation, execution, observation, and upkeep of novel ETL initiatives.
- Facilitate and guide the activities of the data governance committee, plus act as the liaison for the data integration team in working alongside stakeholders on data-related challenges.
- Develop and enhance operational links between business and IT through successful communication with essential business stakeholders. Create and uphold IT service level agreements with stakeholders and ensure minimal disruption in service availability.
- Establish and enhance technical guidelines and best practices for the data team to increase operational efficiency.
- Ensure that all projects and initiatives adhere to the predefined architectural guidelines.
- Consistently enhance application processes to pinpoint, monitor, escalate, solve, and report issues faced by business clients.
- Provide guidance and recommendations for business continuity and suggest improvements to the existing systems and processes.
- Tasked with creating and implementing sophisticated solutions to fulfill business needs. Oversee the development and execution of application solutions in collaboration with IT Directors/Managers and convert both business and technical needs into a comprehensive solution that is reliable, scalable, and extendable.
- Identify and fix rare application compatibility problems.
- Actively foresee potential risks and develop/apply strategies to mitigate them to maintain system reliability and user-friendliness.
- Conduct quality assurance for extensive projects, covering the estimation process, design, architectural planning, and testing phases.
- Recommend and integrate external software into applications.

MINIMUM QUALIFICATIONS:
EDUCATION OR TRAINING EQUIVALENT TO:
- Bachelor's degree or equivalent work experience required.
MINIMUM YEARS OF ADDITIONAL RELATED EXPERIENCE:
- 10 years demonstrated professional experience in Application Solution Design, full stack experience, API, Microservices, multi-design patterns.
- 7 years' experience in designing scalable, high-performance, and high-transaction-volume analytical database systems, including Data Warehouses, Operational Data Stores, OLTP, and Data Lakes.
- 1 year of experience with Azure Services, Microservices, and event-driven solutions is required.
- Familiarity with FHIR, TruCare, Cloud Governance Model, Cloud Architecture required.
- 2years of experience in an operations or healthcare environment is preferred.
- Experience working with healthcare-related EDI files (834, 835, 837, etc.)

- Experience with Data Governance and practice in operating within a Data Governance Framework.
- Preferred experience and practical knowledge of Azure cloud.
- Familiarity with EDI transaction sets used in the healthcare sector, including ANSI 5010 file formats.
- Expertise in transferring, maneuvering, and consolidating data across different systems is necessary.
- Knowledge and experience with Unix-like systems, encompassing the capability to understand and carry out essential upkeep of shell scripts.
- Knowledge of FHIR standards is advantageous.
- Effective communication skills, sound judgment, and tact are necessary to engage successfully with a wide variety of individuals and groups.
- Skilled in the use of diverse computer software, including Windows, Visio, MS Word, Excel, Project, and PowerPoint.
- Having work experience in a health care environment is strongly preferred and considered an advantage.
