What You'll Do in This Position

Provide direct support to the Chief Engineer in the management and oversight of the Design Authority organization and Engineering programmatic function, within the assigned area of responsibility. This includes monitoring, assessing and influencing the performance of technical oversight and engineering support for one or more facilities by managing engineering programs, schedules, budget, personnel, and equipment to ensure safe, efficient operation. This also includes ensuring that Engineering line management is effectively managing all aspects of the facility engineering group which includes Documented Safety Analysis (DSA) compliance activities, process support, project support, improvement and oversight, maintenance engineering activities, and personnel development. Serve as the facility engineering interface for communication of issues with the chief engineer, facility management, and senior level management. In addition, the position includes routine interface with senior levels of management in SRNL, Nuclear and Criticality Safety Engineering, Design Agency, Operational Technology, Project Management, the IEB, and with external groups such as DOE-Technical and the DNFSB.

Major Responsibilities

These responsibilities are intended to describe the primary elements of the position as a whole; not to describe any one position in its entirety. Additionally, since this position directly supports the Chief Engineer, some or all of these items may be a shared, or fully delegated responsibility.

Safety is the number one priority in each job performed. Ensure the organization actively participates in the safety program and incorporates safety into each activity. Lead by example and obtain safety training, obey safety rules and make safety an integral part of each task.

The primary responsibility is to perform and manage the Design Authority programmatic function within the engineering organization.

This entails many specific duties including:
-Monitor operations to ensure nuclear facility safety is maintained, and that activities are performed in accordance with industrial safety, process safety, engineering, environmental and quality requirements.
-Ensure that required assessments and management field observations are being performed, and appropriate follow-up actions are being taken to improve the organization.
-Ensure proposed activities (including processes and new missions) are being reviewed for compliance with established engineering principles, safety documentation, design basis requirements, and regulations relating to environment, safety, and security.
-Ensuring that the appropriate engineering rigor and technical conscience is being applied in the decision-making process, and that the concept of conservative decision making is fully understood within the organization.
-Ensure the organization is adhering to Configuration Management procedures in executing engineering tasks to maintain the technical baseline
-Ensure the organization is properly executing design authority responsibilities through their review and approval of process and equipment system improvements (including new technology) to improve safety, maintainability, product quality, system quality, system efficiency, and environmental compliance
-Ensure the organization is properly staffed with the right number and mix of managers and engineers to perform the work scope
-Assess the effectiveness of the organization and implement improvements where appropriate

This Deputy Chief Engineer serves as a point of contact with the Chief engineer, Facility and System's Engineering Director, facility management, and senior management for all technical issues that arise as part of day-to-day operations or longer-term program or mission work. As such, a key responsibility is to understand technical information and effectively communicate and prioritize issues.
-Ensure the line organization is effectively interacting with management in Operations, Maintenance, Work Control, Quality, Radiological Control, Project Management, Procedures and Training, along with internal and external engineering groups to ensure the required engineering support objectives are being met
-Interface with the Facility Manager and other technical support organization managers as required to communicate needs and assignment of appropriate priority
-Interface with Nuclear Non-Proliferation Programs (NNP) and SRNL/EES on staffing levels, funding issues and prioritization of work to ensure flowsheet/equipment needs are being developed to remain ahead of mission schedules
-Participate in the development of key facility milestones and objectives, including Performance Based Incentives (PBI) and Work Authorized Execution Plan (WAEP/PEP), and ensure there are appropriate engineering resources to accomplish established goals
-Routinely monitor progress against objectives, support recovery actions needed to maintain schedules, and proactively inform management of substantial obstacles to success. Work with line management to resolve/remove issues which are impeding mission/milestone success.
-Clearly and consistently communicate to upper management, and DOE/DNFSB personnel, to ensure understanding of the impacts of ongoing issues and emerging issue strategies
-Actively participate on department or division level teams to provide technical expertise and on facility level review teams as requested by management.

As a member of the Engineering Leadership team, another key responsibility is the qualification and development of personnel:
-Ensure the line organization is maintaining a trained, qualified, and motivated staff of managers and engineers while developing personnel to fulfill their highest potential
-Ensure that training processes and procedures, such as the Training Review Committee are effectively identifying and resolving emergent issues to support the organization needs
-Assist the Chief Engineer to provide personalized direction required to compensate for the low experience level of newer managers and effectively leverage the experienced professionals to provide maximum benefit to the organization
-Utilize existing tools and processes such as the Human Capital Management Plan and Gap Analysis to identify critical positions, candidates for those positions, and developmental opportunities to prepare individuals for their next challenging assignment
-Assist the chief engineer with the RP3/Merit and promotion planning and implementation processes
-Support site level hiring and development initiatives through participation in interviews for the hiring process, identification of rotations and placements for ELDP engineers, and support of the intern program.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. BS in Engineering or related technical degree

Other Qualifications

This position requires the ability to obtain and/or maintain a "Q" security clearance, Radiation Worker Training II qualification, and enrollment in the Human Reliability Program (HRP).

Qualifications We Desire

Experience in operations, engineering, and/or maintenance.

Demonstrated engineering ability on facility systems and processes; demonstrated leadership and organizational capabilities; knowledge of company policies and administrative practices; knowledge of nuclear and criticality safety principles and their application to facilities; technical knowledge of facility process and support systems; knowledge of facility Safety Basis; and working knowledge of regulatory requirements.

Able to apply engineering judgment, often in complex situations, to determine acceptability of proposed solutions, and to understand and explain questions on compliance with DSA or TSR requirements, and ORPs/SIRIM reportability.
