What You'll Do in This Position

To function as the 'Process Owner' for one of the SRS Contractor Assurance processes / systems [Performance Analysis] to include assignment of management responsibilities and accountabilities and provides evidence to assure both the DOE and SRNS management that work is being performed safely, securely, and in compliance with all requirement; risks are identified and managed; and that the systems of control are effective and efficient.
To function as the Management Review Team Coordinator.

#1 - Regulatory Requirements - Verify contractual requirements are followed-down into the procedures which describe the process.
#2 - Process Knowledge - Maintain an accurate Process Map which summarizes the process. Understand the process's links and interactions with other processes.
#3 - Procedure(s) & Records - Maintain a procedure(s) which accurately reflect the process and the value-added attributes of the process's deliverables. Identify the process's record requirements.
#4 - Training - Communicate process changes to the process users. Maintain a suite of training modules which support the various roles within the process.
#5 -Guidance - Provide process guidance to users of the process above and beyond the procedure and training, but not inconsistent with the procedure or training.
#6 - Metrics - Establish the appropriate set of metrics to measure the process effectiveness and efficiency. Maintain and control an effective and efficient process. Routinely evaluate and analyze the process performance metrics. Act upon any decline in performance.
#7 - Quick Fixes - Communicate with the process users to identify issues that can be resolved quickly. Provide on-going assistance to process users.
#8 - Assessment - Identify risks and opportunities with the current process. Participate in the routine self-assessment of the complete health of the process.
#9 - Improvement - Engage in various improvement actions to enhance the level of compliance, effectiveness, and efficiency of the process.

Contractor Assurance personnel provide oversight for the various contractor assurance-related activities and programs, including Causal Analysis and conduct of Management Review Boards for all major projects and operating facilities. They also serve as Subject Matter Experts to programs such as Occurrence Reporting (ORPS), Lessons Learned, Self-Assessments, Corrective Actions, Price-Anderson Amendment Act (PAAA), Effectiveness Reviews, Management Field Operations, and coordinate DOE Corrective Action Plans (CAP) for the company. Contractor Assurance also leads the Performance Analysis efforts for the company and owns the Issues Management system and Scorecard platforms for the site as well as provides the Site Statistician function for the company.

This position will be the Program Manager of the SRNS Operating Experience/ Lessons Learn Program.

Responsibilities include:
* Promote the Integrated Safety Management System (ISMS) and the Contractor Assurance System (CAS) by communicating best practices and evaluation of feedback for process improvements.
* Review and disseminate internal and external OE information to prevent recurrence of undesirable conditions and to continuously improve job performance.
* Manage the Operating Experience Program (OEP) and their Performing Entity's (PE) participation in the DOE program which includes developing processes, procedures, communication methods, and documentation to implement the program.
* Screens, distribute, and review DOE Corporate OEP documents and external OE documents for site-specific relevance, risks, and vulnerabilities, and takes appropriate actions.
* Maintain program oversight and provide guidance to the PE contract organizations and staff-level department OEPs and procedures.
* Review and pre-screen external and internal documentation for SRS OE applicability.
* Provide potential OEs to OECs and/or SMEs for applicability and significance reviews and provide guidance to the respective organizations and staff-level department OECs as needed.
* Raise OE issues to senior PE management when applicable and support PE management in implementing, managing, and overseeing the OEP.
* Disseminate OE documents to the appropriate PE organizations.
* Elevate unresolved issues associated with OE actions or decisions to management for resolution.
* Serve as point-of-contact (POC) for the DOE Corporate OEP and the OE Committee (SRS-M&O OEPM).
* Screen event reports/OEs for suspect/counterfeit item information (SRS-M&O OEPM).
* Send potential suspect/counterfeit item information to the Suspect Item Program Manager for evaluation (when applicable) (SRS-M&O OEPM).
* Evaluate completed Causal Analysis Reports for potential input in the OE Program.
* Perform Causal Analysis and Issue Investigations.

Learn specific Division/Department systems and requirements for accomplishing tasks.
* Lead the preparation of contractor assurance manuals, procedures, instructions, and reports.
* Accept delegated technical responsibility for a limited phase or element of a technical program.
* Ensuring company-related information that might indicate the presence of company-level programmatic, systemic or management related non-compliances, is evaluated for reportability, as appropriate
* Analyzing reporting thresholds and having sensitivity for programmatic issues, negative trends, and repetitive issues

- May perform other duties as assigned

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

* College degree in engineering, scientific, or closely related discipline preferred.
* Experience in performing causal analysis, common cause analysis, and issue and corrective action management.
* Practical experience relevant to the assigned process function.
* Exceptional writing skills and presentation development.
