What You'll Do in This Position Supply Chain Management (SCM) is responsible for procuring goods/services, managing government property, chemicals, inventory, and warehouse and logistics management to support the missions of the Savannah River Site.
Under limited supervision, the candidate is expected to perform SCM policy and procedure writing functions at a high level of competency at the professional level. The primary assignment will be to provide policy and procedure support by developing, researching, facilitating/coordinating, standardizing, maintaining, and writing policy and procedure content to support SCM by using effective research and writing methods to provide procurement personnel knowledge and requirements to perform their jobs and competently. Candidate may act in a lead capacity for a specific subject areas or administration of procedures. The candidate will collaborate with stakeholders, leadership, subject matter experts, and SCM training to achieve success. Candidate will be involved with the identification and prioritization of policy and procedure requirement changes as the mission requires. Candidate shall be highly organized and have excellent oral and written communication skills. The candidate must possess the ability to learn about various SCM functions, new software, and business applications as required for job function. Candidate should be proficient in writing, analyzing, researching, developing, implementing, critical thinking and Microsoft Office 365 applications. Candidate may support organization as an End User, coordinating all efforts of subcontracted personnel, including budgeting, invoice approvals, and oversight of subcontracted personnel.
In addition to supporting the SCM Policy and Procedure Organization, the candidate may also provide cross functional support within SCM Business Integration to include, operational reviews, training development, business analytics, human capital management, and procurement card administration.

The SCM Training Program Specialist is responsible for: -Maintaining accurate records and files in support of policy and procedure revisions. -Monitor and improve policies and procedures for ease of use and elimination of unnecessary requirements. -Suggesting creative approaches to improve working documents and formats. -Assisting SCM personnel in applicability of policies and procedures to procurement actions. -Developing evaluation questions and answers to identify subject matter experts for each procedure topic. -Performing evaluation of training effectiveness by conducting end-of-course evaluations and compiling exam results data. -Interpreting and resolving procedure deficiencies identified in the Corrective Action Program (STAR). Developing responses/corrective actions to STAR findings and track such items to closure in a timely manner. -Responding to audit and surveillance reports on policy and procedure activities. -Researching procedure subject matter for accuracy. -Conduct subject matter expert assessments for each procedure subject. -Developing/revising procedures based on interactions/questions from procurement personnel. -Manage responses to Procurement Survey Tool regarding procedures. -Evaluating government prime contract changes against organization's procurement documents. -Performing other duties as assigned within SCM Business Integration.
The SCM Program Specialist will be expected to perform Supply Chain Management functions at the mid professional level. The successful candidate will be able to continue progressing in this role or be able to cross train to support other SCM functional areas to include: Warehouse Operations, Property Management, Facility Management, Acquisition Services and Inventory, Acquisition Support, Small Business Program, Policy & Compliance, Business Engagement, and Technical Services.
The mission of SCM is to perform at optimum capacity to achieve excellent customer service at the Savannah River Site. Organizational goals have been defined in SCM's Strategic Plan with flow down to employees. The SCM Program Resource 2 is responsible for:

These assignments may include warehouse, property, purchasing, etc. See Attachment A: SCM Functional Area Check List. The successful candidate will have periodic management oversight of assigned projects. This person will provide leadership and function as a mentor and educator for less experienced personnel. *Complete training requirements for positions as required by the company. *Obtain/Maintain proficiency on company designated systems/ applications for processing work. *Provide feedback to SCM managers in quarterly performance reviews and/or as needed to ensure performance issues are addressed timely. *Perform other duties as assigned.
Security Clearance Information SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. Qualifications We Desire *Knowledge and experience in Government subcontracting, supply chain management, and procedure writing. *Experience in business, Government supply chain, program management, or conduct of operations. *Procurement, supply chain, or contracts management certifications. *Knowledge of applicable federal laws, Federal Acquisition Regulations (FAR), DOE orders, and SRNS policies and procedures. *Knowledge and experience in Government subcontracting, supply chain management, and procedure writing. *Experience in business, Government supply chain, program management, or conduct of operations. *Procurement, supply chain, or contracts management certifications. *Knowledge of applicable federal laws, Federal Acquisition Regulations (FAR), DOE orders, and SRNS policies and procedures. *Experience with collaborating with multiple stakeholders and levels of management. *Adept at following and applying internal procedures and policies and ensuring policy and procedure content aligns with current requirements. *Strong oral and written communication skills * Ability to resolve complex problems. *Ability to meet deadlines a fast-paced work environment may demand. *Possess the depth of knowledge and skills of procurement, thinking within broad theories and principles, demonstrating creativity, foresight, and mature judgment in solving unprecedented problems impacting major department objectives. *Proficiency in Word review functions and macros. *Working knowledge and experience with Microsoft 360 including Planner, Lists, Teams, and PowerPoint. *Proficiency in Adobe Pro, specifically creating forms.
