Departmental Overview

The Library comprises 20 campus libraries, with a collection of nearly 13 million circulating volumes, almost 1.5 million e-books, subscriptions to over 130,000 journals and periodicals, and about 200 million items in its special collections, including rare materials held by The Bancroft Library, the C. V. Starr East Asian Library, the Bioscience, Natural Resources & Public Health Library, the Music Library, and the Anthropology Library. The UC Berkeley Library actively partners with the other nine UC campuses and the systemwide California Digital Library. The Library has an operating budget of about $62 million with approximately 325 full-time employees and 600 student employees.

The office of Scholarly Communication & Information Policy within the Library helps scholars navigate the shifting publishing, intellectual property, and information policy landscapes in ways that promote research dissemination, accessibility, and impact.

Position Summary

The Library of the University of California, Berkeley (Library) seeks a creative, collaborative, and diligent individual to support UC Berkeley faculty, researchers, students, and staff, as well as public users, with research-related copyright and information policy matters arising within special collections. Reporting to the Director of Scholarly Communication & Information Policy (SCIP), the Copyright & Information Policy Specialist will provide public service and reference to support and execute the Library's permissions and licensing policies, and will provide analysis of information policy issues to support the Library's Digital Lifecycle Program.

Responsibilities

Applies professional or research concepts (e.g. copyright, contracts, and privacy law as well as ethics policies), to perform analysis of and respond to matters including:

  • Requests for permission to use, quote from, or reproduce library collections in publications, websites, films, exhibitions, and other public fora data and systems.

Collects and prepares information for responding to usage and publishing requests by stakeholders, including by:

  • Maintaining master list of collections for which copyright is held by UC Regents.
  • Reviewing, analyzing, and organizing permissions paperwork, collections files, and acquisitions agreements to support permissions and licensing services.
  • Providing licensing and invoicing services regarding requests for usage or republication of UC Regents-copyrighted materials.

Gathers and assembles analytical and factual data on assigned problems and issues to prepare reports and/or analyses summarizing issues for digitization project proposals, including:

  • Supporting the Library's Digital Lifecycle Program (DLP) regarding issues of copyright, privacy, indigenous knowledge, cultural heritage, and other information policy matters.

Provides a variety of analytical duties in support of a function, research initiative, program and/or organizational unit, including:

  • User guidance, outreach, and support regarding Library permissions policies.
  • Training and support to Library staff as needed regarding legal and policy issues affecting Library practices and projects.

Required Qualifications

  • At least one year of experience supporting copyright, licensing, and other IP matters within an academic environment; or at least one year of experience with permissions or licensing services.
  • Proficient knowledge of U.S. copyright law, including as to international issues.
  • Working knowledge of and/or can quickly learn common organization- or research-specific and other computer application programs.
  • Proficient in communication and interpersonal skills to communicate effectively, both verbally and in writing.
  • Proficient in ability to use discretion and maintain all confidentiality.
  • Demonstrates ability to use sound judgment in responding to issues and concerns.
  • Demonstrates ability to analyze, research and synthesize large amounts of data with strong attention to detail.
  • Proficient in ability to multi-task with demanding timeframes.
  • Working knowledge of applicable policy analysis techniques.
  • Bachelor's degree in related area and/or equivalent experience/training.

  • Advanced degree in related area and/or equivalent experience/training.

Salary & Benefits

This is a 100% full-time (40 hrs a week) non-exempt career position, which is paid hourly and eligible for UC Benefits.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted hourly range that the University reasonably expects to pay for this position is $36.54 - $40.38.
