Departmental Overview

In the Division of Student Affairs and under the Residential Student Services Programs portfolio, the Early Childhood Education Programs (ECEP) serves over 260 children (3 months through pre-kindergarten) of university (faculty, staff and students) and community families. The program consists of over 60 career FTE, 10 - 30+ limited and per diem substitutes, and up to 100 student assistants who work daily with children and families in the program to assure quality early education experiences that best nurture and develop the individual child, support a family responsive environment for the university and advance the field of early childhood education.

Responsibilities

Workforce Training and Support

  • Applies professional training concepts to motivate and inspire workforce training and growth activities.
  • Ability to facilitate and communicate conversations with staff, administrators and other stakeholders.
  • Works in a collaborative and inviting manner with a diverse organization community to administer, organize and conduct existing employee training programs and may assist in the development of new programs.
  • Organizes Professional Development offerings, based on staff interest and identified development needs.
  • Works under general supervision and receives general instructions regarding on- going training work, with detailed instructions provided on new training projects, assignments and initiatives.
  • Development of "Training Room": development and upkeep of a "Training Room" for ECEP staff to have access to resources like books, research based articles, resources for professional growth, college early childhood education course information and other materials pertinent to the growth and development of ECEP staff.
  • Coordinates individual and/or small group trainings as requested by ECEP Central Administration.
  • Supports staff at all levels of development, to encourage continued growth.
  • In collaboration with ECEP Central Administration, identifies staff development needs, supports staff in completing training objectives, and conducting regular check-ins to assess effectiveness of training plan.
  • Develops a system that keeps staff informed and on track for completing necessary tasks related to training.
  • Ensures employees have up-to-date training to perform critical job functions efficiently in alignment with university, division, and department goals.
  • Works with ECEP Central Administration to incorporate ongoing team and individual professional development aligned with operational and strategic priorities and ensures sufficient planning and training time is available to meet annual development goals.
  • Collaborates regularly with staff supervisors to review goals throughout the year to assess progress, effectiveness of approach and/or adjust for changing organizational or staff needs.

Workforce Development and Retention

  • Works in collaboration with hiring panels, to hire, interview, and select candidates.
  • Works with ECEP leadership to anticipate labor needs and adjust recruitment, labor schedule, and work assignments to match the production needs.
  • Conducts staffing and hiring trend analysis and helps develop resulting recommendations.
  • Continues to increase knowledge and understanding of campus policies and guidelines as well as the collective bargaining agreements regarding recruitment and hiring of staff.
  • Develops orientation/onboarding schedule in collaboration with hiring manager and/or supervisor.
  • Supports new hires through their first 4-6 weeks of work within Training Classroom.
  • Conversation with Training Classroom lead & ECEP Central Administration to evaluate strengths & weaknesses; determine best final placement.

Policy Development and Implementation

  • Applies organization policies, procedures and programs in addressing training needs among various functions.
  • Exercises judgment within defined procedures and practices to determine appropriate actions.
  • Concisely and accurately communicates policies, program goals and objectives, in relation to development activities and opportunities.
  • Particular about following policies & procedures.
  • Participates in development and revision of Standard Operating Procedures (SOPs) and guidelines.

Technology, Data, Research, and Innovation

  • Supports the inclusion of technology services such as DRDP, Learning Genie, AB 212, and other database systems.
  • Gathers and analyzes training resource data, prioritizes work assignments and develops training program recommendations, demonstrating organization and problem- solving skills.
  • Monitors training results through employee progress and maintains records of training attendance to determine program effectiveness.
  • Works in collaboration with outside departments within UC Berkeley; supports the translation of research into classroom implementation strategies.
  • Creative problem-solving.
  • Collaborates with SAIT and ECEP Central Administration to develop technology maintenance and improvements.

Continuing Education and Professional Growth & Development

  • Continues to broaden own professional knowledge and skills.
  • Attends on-going training, staff meetings, and in-service training as required.
  • Completes all mandatory training for UC Berkeley and ECEP on, or before, deadlines.
  • Attends workshops and trainings as directed by supervisor.
  • Maintains up-to-date knowledge of current ECE pedagogy and research findings.
Required Qualifications

  • Advanced working knowledge of early childhood pedagogy and best practices and processes with prior experience in an early childhood education setting.
  • Working knowledge of delivering training programs and of other areas of human resources.
  • Familiar with current training programs and trends.
  • Good skills in delivering training programs.
  • Working knowledge of conducting needs assessment.
  • Good analytical skills to understand how business needs can be addressed through the design and delivery of training programs.
  • Strong verbal, written and interpersonal skills, including service orientation, active listening, and critical thinking
  • Ability to multi-task effectively in a challenging environment.
  • Good verbal, written and interpersonal communication skills and good presentation skills.
  • Working knowledge of organizational policies and procedures.
  • Working knowledge of adult learning theories and education methodologies.
  • Demonstrated ability to build and develop teacher competencies and create high performing teams
  • Ability to facilitate and communicate with staff and external stakeholders.
  • Demonstrated experience working with diverse teams.
  • Possess great facilitation and interpersonal skills including conflict management and mediation strategies.
  • Ability to research and maintain knowledge of current ECE recommendations.
  • Requires working knowledge of, and ability to navigate, basic computer applications (e.g. Microsoft Office, Google Suite).
  • Demonstrate strong leadership competency including self-awareness, initiative/self- motivation, accountability, and ability to coach, influence, and collaborate across differences to develop and sustain high performing teams.
  • Excellent organizational skills including ability to multi-task effectively in a challenging and fast paced environment, meet budget and time deadlines, and manage multiple complex projects with changing priorities.
  • Must have and maintain current child CPR and first aid certificates.
  • Must complete all required university trainings (Ethics, Sexual Harassment for Supervisors, IT Security, etc.) within established timelines
  • Must complete the integrated pest management training (IPM) annually and within 12 months of hire
  • Bachelor's degree in education, social services, business management, human resources or related area.
  • 12+ ECE coursework units.
Preferred Qualifications

  • Master's degree in related area.
  • Previous experience teaching ECE coursework and/or mentoring educators.
  • Child Development Permit (Teacher or higher).
  • Knowledge of DRDP applications (e.g. Learning Genie).
  • Knowledge of Title V, Title 22 (including reports to Licensing), DRDP, Child and Adult Care Food Program (CACFP), Quality Rating and Improvement Systems (QRIS) Classroom Assessment Scoring System (CLASS), Ages and Stages Questionnaire (ASQ), Ages and Stages Questionnaire Social Emotional (ASQ-SE), National Association for the Education of Young Children (NAEYC), and Program for Infant Toddler Caregivers (PITC).
