Overview

HJF is seeking a Program Manager II to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives. Typically oversees moderately complex scope of work.

This position will be in support of the Data Coordinating and Analysis Center (DCAC) for the U.S. Military HIV Research Program (MHRP) and the Viral Disease Program (VDP) of the Walter Reed Army Institute of Research (WRAIR). DCAC is an in-house centralized resource for clinical data management, biostatistical analysis, reporting, and training in support of clinical trials and scientific research. The Program Manager II will leverage strong project and program management skills to provide efficient and effective programmatic and administrative support with budgets, charge codes, contracts, purchasing, recruiting, onboarding, meeting coordination, proofreading, and public-facing communications to support new and ongoing HIV and other emerging infectious disease studies conducted by MHRP, EIDB, and affiliated programs, involving clinical observational research, laboratory research, clinical trials, and other research studies.

We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

  • Provides support for policy guidance, procedures, and protocols to enhance program efficiency and effectiveness.
  • Supports the development and management of program plans from inception to deployment, applying project management methodology and enforcing best practice standards.
  • Initiates and monitors program administrative actions including budgets, contracting, and purchasing, and coordinates hiring activities.
  • Works with project stakeholders to ensure detailed business and technical requirements are defined to ensure success in program.
  • Interacts with project stakeholders by facilitating information flow as a liaison between research staff, Principal Investigators, project sponsors, research administrators and HJF Program Operations in the administration of agreements and contracts and research compliance.
  • Participates in the development of standard operating procedures, maintains and disseminates policies and training documentation, and obtains feedback for continual process improvement.
  • Provides general administrative support to the Director, Deputy Director, Team Leads, department staff, and DCAC projects.
  • Sets up and monitors conference calls and meetings.
  • Reserves meeting space, distributes agendas, takes, distributes, and files minutes and action items for meetings, and tracks completion.
  • Drafts memos and letters on behalf of the Director and other DCAC staff, edits and proofreads a wide range of internal and external DCAC-related documents, including PowerPoint presentations (both content and layout).
  • May coordinate travel arrangements for department staff.

Qualifications

Education and Experience

  • Bachelor's degree required, Business Administration or Life Sciences field of study preferred.
  • Minimum of 6-8 years experience required.

Required Knowledge, Skills and Abilities

  • Knowledge of organizational objectives, the federal budget process, office automation
  • Ability to work completely independently, use sound judgement in solving problems, and coordinate many complex systems and programs simultaneously.
  • Experience with project management principles, customer/client relationship skills, people management experience.
  • Strong oral communication skills including ability to moderate meetings.
  • Strong written communication skills, including ability to develop and edit written departmental documentation.
  • Strong working knowledge of MS Office, Excel, and PowerPoint.
  • Experience with SmartSheet preferred.
  • Familiarity in the field of research.

Licenses and Certifications

  • Project Management Professional (PMP) preferred.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $73,800 - $98,000. Actual salary will be determined based on experience, education, etc.
