Job Description Summary: The Program Finance Manager, will report to the Program Finance Associate Director, with matrixed responsibilities to the Navy Strategic Program Office. This role requires an ability to think strategically and tactically to deliver efficient, consistent and compliant application of financial principles, including Earned Value Management (EVM), Program controls, Estimates-at-Complete (EACs), Risks & Opportunities (R&O), and other financial forecasting responsibilities.The Manager will provide direction to staff according to established policies and management guidance, administer company policies that directly affect staff, and review work to measure objectives. In addition, this role will recommend changes to current policies and procedures, and also help drive process changes with other functional departments. Leadership decisions will impact program level budgets, costs, and schedules, and the Program Finance Manager will be responsible for recommending and implementing significant improvement initiatives, including tools to enhance automation and analytics.
