Information Governance Program Manager Term

As the Information Governance Program Manager Term, you will work with the Vice President and Secretary and support the Office of the Board of Directors by implementing and overseeing records management protocols and ensuring compliance with the Airports Authority's records management policies.

Serves in the Board of Directors Office in the Corporate Office Building.

Responsible for overseeing records management operations and access controls, including establishing compliance procedures, developing training materials, and implementing internal controls under the Airports Authority's records management policies. Acts as a liaison between the Board of Directors' office and IT on electronic records organization, access controls, and disposition. Supports intake and processing of Freedom of Information Policy (FOI) requests and updates records retention schedules. Ensures sensitive information management aligns with regulatory standards. Performs related functions.

GENERAL RESPONSIBILITIES

Creates recordkeeping forms, implementation of, consistent use of, and periodic update of forms concerning the inventory and destruction of Airport Authority records.

Reviews and approves records identified as Vital Records, in conjunction with the Vice President of the Board of Directors.

Oversees the development, approves, and maintains the recordkeeping of annual Airport Authority Records Management Training provided to employees; leads employee training on records policies.

Provides Board updates on the records management program, including but not limited to department compliance with records management directives, corrective measures to improve compliance, and the approval of retention schedules.

Assists with daily administrative tasks such as fielding phone calls, organizing hard copy and electronic files, helping the public and Airports Authority personnel with any records needs, answering emails, etc.

Manages, updates, and maintains system information within Board Office records and systems, ensuring compliance with Airports Authority policies.

Ensures appropriate release of documents in accordance with Airports Authority policies for dissemination of records as directed by the Freedom of Information Officer and Director of Board Operations.

Advises staff on records policies and provides guidance and instruction on records management best practices in person, virtually, and through written training materials.

Reviews, updates, and develops office and department policies, procedures, and manuals.

Participates in internal working groups and/or task forces related to records and digital information, as needed.

Stays abreast of professional developments related to electronic records and develops creative solutions for issues as they arise.

Performs other duties as assigned

QUALIFICATIONS

Three (3) years of specialized or field-related experience in processing Freedom of Information requests or in managing large volumes of records from corporations or Federal or State governments.

Experience in administering effective controls over records (preferably Federal, state, or local government records), including decision-related documents, administrative correspondence, attorney-client documents, documents with personally identifiable information (PII), and other sensitive documents.

Experience in records management tasks, digitization tasks, or evaluating Freedom of Information requests and accurately identifying responsive documents.

Ability and knowledge to provide technical support in assembling administrative records for discovery, litigation, and/or in response to Congressional requests.

Knowledge and experience in applying record retention schedules and developing file plans for large document collections.

Customer service-oriented disposition and comfortable working with staff of varying levels of technological expertise and understanding of information access and records management.

Experience providing administrative support in a professional, fast-paced environment and maintaining official public records.

Ability to maintain databases, produce reports and make recommendations related to automated systems.

Substantial familiarity with Microsoft Office products, including SharePoint, PowerPoint, and Teams.

Ability to speak and write effectively, including skill in providing presentations to a variety of audiences.

Ability to foster effective remote working relationships with work units at multiple locations.

Ability to perform basic analyses of data and information.

Ability to speak and write effectively.

Skill in using computer and office suite software, including familiarity with Board portal services and familiarity with virtual platforms for meetings, including Zoom and Microsoft Teams.

PREFERRED QUALIFICATIONS

Experience in project management.

Information Governance Professional certificate or similar

A bachelor's degree in any field.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED)

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

A background security investigation will be required for all new hires.
