Description

Under the general direction of the Manager, Construction Services, Senior Project Manager. Construction, coordinates and oversees new construction, remodeling, and renovation projects and professional staff as directed by contracts schedules and budgets. Ensures that projects are delivered on time, within budget, and to the highest quality standards. Work is generally diversified requiring judgment, analysis and decision-making according to established practices, procedures and building codes. Ensures that compliance with state and federal regulations and engineering and construction codes are followed.

Characteristic Duties and Responsibilities

Project Planning and Coordination Develops project plans, schedules, and budgets in collaboration with college administrators and other stakeholders. Coordinates project activities, resources, equipment, and information. Provides general oversight of assigned projects, including general construction, plumbing, HVAC, electrical, data, controls, building automation, security, fire protection, fire alarms, ADA, AV systems, and building code interpretations.

Project Liaison and Work Procedure Development and Oversight Acts as a liaison between contractors, architects, engineers, the Construction Services Department, Engineering Services, Operations, department management, and other project staff. Monitors and evaluates operations and construction standards, as well as program processes and/or practices for quality, compliance, security, and operation of MATC-owned equipment on job sites. Controls and monitors labor, materials, and equipment expenses to ensure cost-effectiveness.

Bid and Contract Management Manages the bidding process and selects contractors, subcontractors, and vendors. Negotiates change order costs and agreements with construction partners. Ensures all contractual obligations are met for each project.

Fiscal Management and Budgeting Prepares and manages project budgets, ensuring adherence to financial guidelines and cost control measures. Monitors expenditures and tracks project costs to ensure projects are completed within the established budget.

Safety Monitoring, Quality Assurance, and Compliance Monitors site safety and enforces OSHA requirements. Implements quality control procedures to ensure construction meets specified standards and regulatory requirements. Conducts inspections and oversees testing as needed to verify compliance with building codes and safety regulations.

Communication and Reporting Addresses issues and conflicts as they arise during construction, ensuring timely resolution. Reports relevant issues during job site meetings and issues site visit reports when appropriate. Ensures that as-built drawings are prepared on an ongoing basis by all trades during the construction of a project, so they can be sent to A/E's at the end of the project to facilitate project closeout.

Ethics and Confidentiality Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral and ethical principles, values, truthfulness, and accuracy in all actions. Addresses all student and employee behavior in a confidential and respectful manner.

Cross-Functional Relationships and Collaborative Teamwork Establishes, maintains, and enhances positive work relationships with third-party vendors, staff, government agencies, and other stakeholders.

Continuous Learning and Professional Development Maintains current knowledge of best practices and standards in higher education, with an emphasis on community colleges. Actively organizes and participates in workgroups, trainings, workshops, seminars, committees, and professional associations or conferences to promote continuous learning.

Other Duties Performs other related duties within the scope of the position as required for the efficient operation of the division and to support institutional objectives.


Qualifications

Compliance with all state, federal, and accreditation standards/requirement, as well as all MATC policies and procedures.
Required Education & Experience: Bachelor's degree in Architecture, Engineering, and Construction, or related field, and five (5) to seven (7) years of progressive relevant and responsible management experience as a Project Manager on building and industrial projects.
Required Licensure/Certification: OSHA Training - "OSHA 30-Hr Outreach Training for the Construction Industry" or equivalent

  • Thorough knowledge of building construction, maintenance, and repair and the systems and materials used therein.
  • Thorough knowledge of practices, methods, materials and equipment in general use in construction work.
  • Thorough knowledge of building, safety, and related codes, ordinances, and regulations.
  • Thorough knowledge of and ability to read and interpret drawings and specifications.
  • Knowledge of building systems - HVAC, electrical, plumbing, mechanical and the interrelation of building systems.
  • Strong understanding of construction terms, scheduling and planning.
  • Strong knowledge of capital construction procedures, experience in program management, demonstrated leadership of construction projects.
  • Ability to build teams, provide guidance and provide project coordination across employees.
  • Ability to organize, prioritize and schedule work assignments.
  • Ability to work in a fast-paced environment.
  • Ability to establish, collaborate and maintain effective work relationships with peers, students, teachers, staff, representatives of outside agencies, educational institutions, and the general public.

Supplemental Information

Hours This position is a 1.0 FTE or 40 hours per work week. Hours are Monday through Friday from 8am - 4:30pm. Position is eligible for hybrid/flexible work.


Salary Salary Information Salaries are listed up to the midpoint of the range and placement is determined based on years of experience, internal salary equity, and a review of the applicant's employment and educational background as listed on the job application.
