SUMMARY
The U.S. Army Research Laboratory (ARL) of the U.S. Army Research Development and Engineering Command (RDECOM) is the Army's corporate laboratory. It's a diverse assortment of unique facilities and a dedicated workforce of government and private sector partners that make up the largest source of world-class integrated research and analysis in the U.S. Army. ARL discovers, innovates, and transitions research to provide the best technologies for our Soldiers. ARL's program consists of basic and applied research, survivability/lethality, and human factors analysis.
JOB DUTIES AND RESPONSIBILITIES
*
Ensure alignment of software management with the organization's Software Program
*
Maintain and update approved software lists in multiple environments
*
Regularly update and oversee the RMF Software Asset List on a monthly and quarterly basis
*
Disseminate updated Approved Software Lists (ASL) to relevant teams
*
Ensure all Standard Operating Procedures (SOPs) and Internal Operating Procedures (IOPs) are documented and maintained for Mac, Linux, Windows, and MECM
*
Maintain comprehensive software lifecycle documentation
*
Conduct timely reviews of software utilization data (e.g., Tanium or MECM)
*
Perform version control analysis and reporting to maintain compliance
*
Report quarterly on completed software reviews
*
Collaborate with ARL Software Lead/Team and other related areas, such as ServiceNow (SNOW)
*
Interface with cross-functional teams to address software needs and resolve issues
*
Perform initial reviews of Non-Standard Software Requests, verifying completeness (eg, prior approvals, install files, application name, license information)
*
Ensure the timely completion of technical reviews by the team
*
Provide status updates on the NSSR queue, highlighting roadblocks and milestones during weekly Leadership Meetings
QUALIFICATIONS
Required Certifications

DoD IAT Level II Certification (Security+)
Education, Background, and Years of Experience
*
Knowledgeable in ServiceNow
*
Technical knowledge and experience with ServiceNow catalog development
*
Technical knowledge and experience with ServiceNow SAMPro module
*
Technical understanding of software usage rights, and contractual terms and conditions
*
Skilled in building queries, reports, and dashboards in ServiceNow, and interpreting such data to inform business decisions
*
Knowledge of IT asset management best practices, including license remediation, reconciliation, and harvesting
*
Proficient with process development and improvement, including writing requirements, performing UAT and maintaining systems controls or business rules
*
Excellent communication and collaboration skills

WORKING CONDITIONS
Environmental Conditions
*
Contractor site with 0%-10% travel possible. Possible off-hours work to support releases and outages. General office environment. Work is generally sedentary in nature, but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.

Sedentary - 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
