Tow Truck & Tunnel Operator - Presidio Parkway Position Summary

Responsible for efficient arrival and recovery from incidents within the tunnel and roadway project while providing professional and courteous assistance to motorists. Also responsible for the efficient and safe workings of the traffic flow through the roadways and tunnels, including the coordination and management of complex tunnel safety systems in response to incidents and Emergencies from the Tunnel Control Centers.


Responsibilities
  • Ensure safe, effective and efficient ongoing traffic operations, Maintenance of Traffic (MOT), incident response, and maintenance access of the Tunnel.
  • Assists motorists with their disabled vehicles and providing traffic control and other assistance as needed at motor vehicle collisions. Stabilize the accident scene and offer tow services to inoperable vehicles to designated sites within the roadway network.
  • Patrols within the tunnel and roadway network and assist stranded motorists by making quick-fix repairs including changing tires, providing gas, and jump-starting vehicles.
  • Coordinate detection, assessment, and verification of incidents and emergencies. Monitor roadway to ensure the tunnel is free from hazards and debris and ensure that tunnel and equipment are secure.
  • Initiate appropriate action per the incident response protocol including operation of life safety systems and coordinated response to on-road incidents with incident response personnel and external agencies.
  • Serve as initial Incident Commander in all Roadway and Tunnel Emergencies. Provide accurate incident notification/dispatch to IRC and 911.
  • Communicate and transmit real-time traffic information to the control center regarding any incidents or emergencies upon occurrence and coordinate the response of other supporting emergency agencies.
  • Document, maintain and archive all incidents, logs, and observations.
  • Develop and maintain working knowledge of the tunnel SCADA and TSCS control systems, including their criticality in performance monitoring, data accuracy, and availability metrics.
  • Participate in testing of critical operational systems and tunnel emergency drills. Consult with the Project Engineer, Electrician, or Maintenance Technicians on any traffic related maintenance activity.a
  • Creates safe Maintenance of Traffic (M.O.T.) control by setup and removal of traffic control devices including cones, message/arrow boards, temporary signage, etc.
  • Participate in frequent training opportunities including induction, cross skilling, toolbox, and NIMS.
  • Keep work environment free of distractions.
  • Participate in control room shift handover at end of every shift.
  • Provide feedback on opportunities for continuous improvement.
  • Avoids legal challenges by complying with federal, state, and local legal requirements.

  • All other duties as assigned.
  • Perform all duties in line with Company policies and procedures as amended from time to time.

Qualifications
  • Ability to safely remove vehicles from the roadway while taking direction and clearly communicating to Tunnel Operators, Incident response Crews, California Highway Patrol, and other responding agencies.
  • Ability to drive a flatbed tow truck and respond to the scene of an incident.
  • Knowledge of California Freeway Service Patrols, tow truck operations, incident management (Preferred).
  • This position requires the ability to implement prescribed incident response emergency procedures. Ability to take appropriate action prior to arrival of first responders.
  • Comfortable in the operation, control, viewing, and interpretation of static screen displays and video systems displaying real-time information, images, and events at variable distances.
  • Must possess strong focus and resilience working under pressure within limited time constraints while balancing ongoing multiple priorities. Must be able to change and adapt quickly within a constantly evolving and fast-paced work environment. May change priorities frequently mid-task to provide an immediate response to events unfolding in real-time. Ability to change roles between leading and supporting other tunnel operators, responding entities, and maintenance response crews during all phases of incident management.
  • Comfortable with entering real-time data via computers to document actions of self and the team; must be able to process and analyze data for reports.
  • Ability to cooperate and communicate with co-workers, supervisor, motorists, first responders, incident response crews, maintenance crews, Tunnel Operators, and visitors.
  • Comfortable with the frequent use of communication equipment, i.e., two-way radios and telephones
  • Ability to understand instructions furnished in written, oral, or diagram form.a
  • Ability to read and interpret documents such as, safety rules, operating and maintenance instructions, and procedure manuals.
  • Must be driven to provide a high level of service to tunnel patrons and the general public.
  • Must have the ability to recognize hazards inherent in tasks and avoid loss, injury, or accident. Must observe safety requirements in the workplace. Must be able to think clearly and focus on your safety in your immediate surroundings, while using tools and equipment, driving, or operating equipment. Will be required to wear Personal Protective Equipment (PPE) appropriate to the tasks per site policy.
  • HS Diploma or GED.
  • Valid driver's license and acceptable driving record (Required).
  • 3-5 years' work experience with tow truck operations, preferably Freeway Service Patrol, or in a control center operations role providing infrastructure support services or related field is highly desired. Additional consideration will also be given to applicants with a background in one of the following critical, strategic control center environments: 911 operator, first responder support, casino security, energy utility, or military/intelligence operations.
  • Knowledge and experience with a flatbed tow truck in responding to the scene of an incident within the roadway preferred.
  • Must be able to meet DOT certification requirements.
  • Possess basic mechanical aptitude, courteous and professional to customers, and friendly attitude.
  • Documentation of actions and observations during response to and recovery from an incident.
  • Current certificate of completion of a California Tow Truck Association (CTTA) Light Duty Level I and/or II is highly desirable.
  • Must possess or be able to complete CHP approved tow truck training course and continuing education.
  • Moderate level computer skill with MS Excel and in the reading and interpretation of process flowcharts.
Work Conditions/Physical Demands
  • Office and Field Environment. While performing the duties of this job, the employee is routinely exposed to outside weather conditions including heat and cold.
  • Occasional exposure to wet and/or humid conditions; high precarious places; fume or airborne particles; toxic or caustic chemicals.
  • Noise level in the work environment is usually moderate to high on the roadways.
  • Limited Access Environments.
  • 24/7 Operations-Nights, Weekends, Holidays, Overtime.
  • Minimum travel required.
  • Prolonged periods of sitting and watching computer monitors.
  • Ability to lift up to 60 pounds unassisted.
  • Use manual and powered pneumatic, hydraulic, gas, and electric powered tools and equipment.
  • Practice safe work methods to remain accident and injury free.
  • Ability to recognize hazards inherent in routine and non-routine tasks and make adjustments to avoid loss, injury or accident.
