Manager, Change Manager

$103,650.00 - $133,559.00 Annually

This position is in the District Integrated Financial System (DIFS) Support Center (the Support Center), a division within the OCFO's Office of Financial Operations and Systems (OFOS). OFOS establishes the guiding principles for financial and payroll operations, accounting systems, and policies and procedures to maintain the fiscal integrity of the District of Columbia government. The incumbent develops and executes comprehensive management strategies and activities required to help stakeholders understand, document, adjust to, and adopt new practices, processes, or technology tools during implementations.

Duties include, but are not limited to:



  • Guiding the change management team in ensuring the alignment of changes
  • Applying structured methodologies and leading change management activities by leveraging a robust change management approach, process, and tools that create strategies, monitoring the progress of change management efforts using KPIs and performance management techniques
  • Interfacing with stakeholders on an enterprise-wide basis to examine the ability to make improvements to policies, processes, and practices.
  • Perform other duties and responsibilities, as assigned


Minimum Qualifications

Five (5) years of progressive experience performing related duties and responsibilities, such as developing and implementing change management strategies; overseeing organizational change initiatives; providing guidance on change management processes for a large-scale organization; and coordinating cross-functional efforts for enterprise system implementations. Incumbent must have at least one (1) year of work experience supervising lower-level staff.
