Description

The Office of the Treasurer & CFO is responsible for treasury and financial operations, business services, and member insurance. Specific responsibilities include but are not limited to: management of the Society's Investment Program; securing external financing for capital expansion and working capital requirements; risk management and the maintenance of the Society's business insurance program; foreign exchange management; budgeting and fiscal control for Washington Operations; management and operations of the ACS Washington facilities; centralized support services for all Washington staff; and directing the operations of a customer service unit responsible for consolidating service for Society programs, products and services. Governance groups supported by the Office of the Treasurer include the Special Board Committees on Audits, Pensions and Investments, the Society Committee on Budget and Finance; the Development Advisory Board; the New Ventures Advisory Board; and the Board of Trustees, Group Insurance Plans for ACS Members.

Business Services provides a wide range of services to ACS customers and staff and is composed of Procurement, Contracts Administration, Business Services Support, and Building and Administrative Services. The Building and Administrative Services Department includes Facilities, Conferencing, Security Services as well as the Service Center. Building and Administrative Services has primary responsibility for and manages approximately $90,000,000 worth of the Society's real property assets including the Headquarters and Othmer Buildings and manages internal and external leases. Facilities provides centralized support services for all ACS staff and tenants. The Service Center provides high quality shipping, receiving and copy services to ACS staff. Procurement includes Purchasing, Travel, and Contracts Administration and provides high quality service in support of strategic sourcing. Business Services Support delivers superior service to internal and external customers on the full range of systems and functions within Treasurer & CFO Division. These offices have a wide-ranging impact and serve as a valued partner in the operations, strategy, and growth of the Society.

Position Summary

The incumbent is responsible for delivering enterprise level procurement services to obtain quality services at reasonable cost and ensuring that the procurement process is competitive and aligned with ACS goals and core values. This position works within the team responsible for the workflow of contracts and is responsible for all aspects of procuring services for the subset of service agreements deemed high-profile based on multiple factors including cost and complexity. The incumbent will perform vendor evaluation and vendor management, price and term negotiation, and execution in support of these agreements. This position reports to the Assistant Director, Procurement.

Position Accountabilities



  1. Serves as expert for vendor relations. Uses expertise to inform enterprise level procurement services and supports execution of projects once approved.
  2. Manages relationships with specific vendors and serves as the organization's point of contact. Coordinates vendor activities as they relate to program enhancements and new implementations.
  3. Researches, analyzes, and evaluates vendors and recommends action plans based on this analysis and industry expertise. Coordinates initiatives to analyze vendors and develop relationships with suppliers who share our values, in particular Diversity, Inclusion, & Respect.
  4. Manages the contract review process of high-profile service agreements to include obtaining appropriate Legal, IT, and executive approvals in compliance with the ACS Contracts Policy, ACS and vendor signatures, and any necessary set up in financial systems.
  5. Supports leaders in evaluating vendors, negotiating terms, and drafting contracts to meet service needs, balanced against the best interest of the Society. Support can range from consultative to direct handling of negotiations and contract drafting.
  6. Proactively develops relationships with leaders of business units frequently submitting high-profile contracts for services to understand their business needs.
  7. Partners with management to ensure effective planning and collaboration on appropriate vendor related matters. Participates in projects to redefine and improve procurement operations.


Work Design: Works under general managerial direction on goals and objectives that have a significant impact on the organization. Nature of work includes identifying problems and providing solutions to resolve a variety of complex issues. May provide coaching and guidance to work team. Based on department organizational structure, may be responsible for supervising a small work team. Serves as a liaison on cross-functional teams.

Education/Experience: College degree (relevant field) or equivalent experience. 5-7 years of related experience in areas such as purchasing, procurement, account management, or contract administration with demonstrated experience in analysis, vendor relations, and contract negotiation. Excellent verbal and written communication skills. Excellent organizational and collaboration skills. Proficiency in Microsoft Office suite - including Excel, Word and PowerPoint.

DC-based: This role is based in our Washington, D.C. office. A reasonable rate of compensation for this position is between $92,000 and $124,000 per year.
