Job Summary

The Loudoun County Department of General Services is seeking an experienced individual to lead the County's stormwater maintenance program and the implementation of the stormwater Capital Improvement Program (CIP) to include administration of an annual budget for these efforts under the guidance of the Water Programs Division Manager. The successful candidate will possess knowledge of maintenance and operations of a stormwater system and be able to provide planning, direction, and supervision of engineering program staff as well as manage consultants and contractors, prepare status reports, and liaison with appropriate local and regional stakeholder groups.

Duties include, but are not limited to:
* Providing engineering oversight for stormwater CIP projects, retrofit projects including stream restoration and pond retrofits, as well as larger maintenance projects
* Stormwater Infrastructure Maintenance: providing engineering oversight for a variety of maintenance projects to include Best Management Practices (BMPs), structures, pipes, and channels
* Stormwater Plan Review, including site plans, easements, and plat reviews
* Grants Management
* Customer Service for both maintenance projects and CIP projects

This position is eligible for partial telework in accordance with County and Department policies.

This position is eligible for a $6,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program.

Hiring salary is commensurate with experience.


Minimum Qualifications

Bachelor's degree in Engineering from a four-year college or university accredited by the Accreditation Board for Engineering and Technologies (ABET), preferably with coursework in Natural Resource or Environmental disciplines; four (4) years of professional engineering and construction management work experience of a complex nature with direct design as well as administrative experience; or equivalent combination of education and experience. One (1) year of supervisory experience preferred.

Prefer experience with Municipal Separate Storm Sewer Systems (MS4).

Prefer professional/management certification in area related to assigned department and active membership in job-related professional organizations.

The following licenses and certifications are preferred for this position: Professional Engineer (PE), DEQ Certified Stormwater Management Inspector, Certified Environmental Professional (CEP), and/or Project Management Professional (PMP).


Job Contingencies and Special Requirements

Must possess a valid driver's license and good driving record (driving records may be reviewed annually for continued qualification).

Employment is contingent upon successful completion of criminal, credit, and DMV record background checks.

This position is considered "essential."
