The County of Santa Barbara is accepting applications for a Maintenance Leader vacancy in Santa Barbara with the Community Services Department. Under direction, participates in and leads the work of staff engaged in field or office activities related to construction and maintenance of roads, flood control facilities, or other public works projects; and performs related duties as required. For the park maintenance assignment, acts in a lead capacity in the performance of construction and maintenance of parks, beaches, and leisure recreational facilities; performs related tasks as required.

This position is utilized by 2 departments in the County of Santa Barbara. Each Maintenance Leader duties vary from one department to another, depending on the needs of the department and the nature of the work that you will be performing. The work schedule for this position will depend upon the needs of the Department.

DISTINGUISHING CHARACTERISTICS: This class is distinguished from Park Maintenance Worker, Maintenance Worker II, and Heavy Equipment Operator by its responsibility for leading staff. Performance of maintenance duties and operation of heavy equipment are considered secondary responsibilities of the Maintenance Leader class. Maintenance Leaders in field assignments report to Maintenance Supervisors; in office assignments, they report to Maintenance Superintendents.

Maintenance Leaders in park maintenance assignments report to a Park Operations Manager in the Park Department and are responsible for park and beach maintenance only. In the park maintenance assignment, this class may occasionally operate or supervise the operation of light to heavy equipment. Operators of heavy equipment on a continual basis are not assigned to the park maintenance assignment.

Examples of Duties

  • Plans, schedules, assigns, and leads the work of skilled and semi-skilled workers involved in the overall maintenance, repair, and construction of roads, trails, park grounds, drainage, facilities, plumbing, and electrical utilities; determines quantities needed and obtains necessary materials and equipment to complete a project; at work sites, serves as one of the department's key contacts with members of the public, by answering questions and accepting and referring service requests
  • Ensures that crew members are aware of and in compliance with established safety practices; conducts preliminary investigations of on-the-job accidents and injuries; identifies the need and arranges for safety training and/or personal protective equipment to reduce the incidence of accidents and injuries.
  • Participates in the selection of employees; trains employees in work methods and procedures, sets standards, and evaluates employees' performance; makes recommendations to supervisor regarding appropriate disciplinary actions.
  • Installs and maintains plumbing, electrical, and parks landscaping; supervises and operates light to heavy equipment; maintains and repairs vehicles used in park maintenance; maintains and repairs equipment used in parks services; builds, maintains, and repairs ramps, docks, and buoy lines; fabricates and welds metal for various purposes; cleans, maintains, and regulates chemicals for swimming pools and filters.
  • Cleans ditches and channels; removes and trims trees; sprays chemicals to control vegetation; oversees usage and storage of herbicides and pesticide
  • Organizes, implements, and directs parks, grounds, and beach maintenance operations/activities.
  • May be required to transport heavy equipment between job sites or to drive a commercial vehicle.

Employment Standards

  • Two years of experience in general maintenance of structures, equipment, and utilities; OR,
  • One year of experience performing duties equivalent to Park Maintenance Worker with Santa Barbara County; OR,
  • A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.
Additional Qualifications: Possession of a valid California Class C Driver's License is required. Independent travel between work sites and County facilities is required. Possession of a valid California Class B or Class A Driver's License may be required for some assignments.

Appointees to those assignments requiring a Class B Driver's License or a Class A Driver's License will be subject to mandatory testing for drugs prior to beginning work; once on the job, incumbents will be subject to mandatory testing for drugs and/or alcohol on a random, reasonable suspicion, post-accident, return-to-duty, and follow-up basis.

Knowledge of: materials, equipment, work methods, and safety practices related to maintenance; basic arithmetic, including multiplication, division, and fractions; standard English grammar and usage; general principles of construction, plumbing and electrical work; operation of common types of light to heavy equipment used in construction and landscape; materials, equipment, work methods, and safety practices related to construction and maintenance of public parks and beaches; principles and practices of landscape design and layout, grounds maintenance, and basic building trades; equipment, tools, and materials used in parks and grounds maintenance; parks and grounds maintenance operations.

Ability to: plan and organize work of self and others; establish and adjust priorities; make independent decisions; make arithmetic calculations; use a computer; represent the department with tact; establish and maintain working relationships with a wide variety of people; learn and apply principles and practices of supervision, including employee performance evaluation; train and communicate with others; keep accurate and detailed records; prepare a variety of written documents; read and interpret construction plans and specifications; fabricate and weld metal; construct, maintain, and repair various structures used in park access and use; perform regular physical work that includes lifting, carrying, and walking; use and store safely various herbicides and pesticides; oversee supplies and materials; learn to clean, maintain, and regulate chemicals for swimming pools and filters; learn and apply principles and practices of work safety and pertinent local, State, and Federal laws, ordinances, and rules; observe safety rules; analyze problem equipment; identify safety hazards; locate equipment and tools; interpret work orders; remember equipment and tool location; interact with various cultural and ethnic groups in a tactful and effective manner; communicate clearly and concisely, both orally and in writing.

Supplemental Information

SELECTION & EXAMINATION PROCESS

  • Review Applications and Supplemental Questionnaires to determine the applicants that meet the employment standards.
  • Supplemental Questionnaire Rating: Responses to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire.
Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire Rating to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
