Timeframe: Dec 9 2024 - Sep 30, 2025, with possibility for extension

Ceiling of 40 days, with possibility for additional work depending on consultant's performance and PRB need.

Position Summary:

PRB is seeking an Proposal Pricer whom will supplement our in-house cost and pricing capabilities by building cost proposals to match technical narratives and meet specific funder/partner organization requirements for new business opportunities.

Depending on the assignment, the Consultant will advise a range of PRB staff including bid champions, technical leads, and BD consultants for specific deliverables related to pricing.

Responsibilities and Deliverables

The Consultant will support specific business development efforts based on PRB's requests. The Consultant will participate in internal business development meetings as appropriate to facilitate coordination and obtain clarification on assignments.

Due dates and specific requirements will be based on mutual agreement. Due dates may be changed based upon prior approval and mutual agreement with the PRB Agreement Manager.

Work is expected to include the following:

  • Lead or provide input into cost proposals for PRB concept papers, RFA/RFP responses, and other submissions to funders including USAID and private foundations. Develop or review budgets and budget narratives (including interim drafts and changes based on feedback) that are compliant with applicable funder / partner organization requirements and responsive to PRB's programmatic and organizational needs as communicated. This includes revisions and responses to questions at the BAFO stage.
  • Analyze solicitation requirements (including, e.g., for cost proposal annexes) and complete elements as assigned. Reviews final budgets, budget narratives, and proposal annexes for compliance.
  • Provide inputs and recommendations for developing a competitive and defensible pricing strategy.
  • Develop cost estimates and supporting justification (such as quotes), including for costs specific to certain countries, for items that may include labor rates, office rent costs, and vehicle costs.
  • Prepare cost packets for distribution to partners. Liaise with and provide guidance to partners to ensure compliance and timely completion of budgets and budget narratives. Review, edit, provide feedback on, and integrate cost proposals submitted by partners and incorporate them into overall budgets.
  • Participate in or facilitate related meetings with PRB and partners.

Qualifications

  • Bachelor's degree or equivalent combination of education and experience.
  • At least 10 years of experience in financial and contractual management of international projects. Experience managing cost/pricing on USAID proposals is strongly preferred.
  • Firm understanding of a disciplined, deadline-driven proposal process; strong organizational skills, initiative, and commitment to accuracy and high-quality work.
  • Strong understanding of USAID rules and regulations.
  • Experience developing NIH proposal budgets a plus.
  • Advanced proficiency in MS Excel.
