PRB is a nonpartisan, not-for-profit research organization focused on improving people's health and well-being through evidence-based policies and practices. Our staff analyze population data and ensure the research, and its applications are understood and used widely by decisionmakers, advocates, and media.

Position Summary:

PRB is seeking an Business Development Senior Advisor (Consultant) who will provide business development (BD) support to PRB, supplementing PRB's in-house capabilities in the areas of capture and bid research, staff training, and proposal management.

The total expected level of effort for the period of performance is up to 110 days. PRB may increase the contract ceiling and/or extend the contract by up to one year depending on performance.

Consultant will respond to requests from the Director, Business Development (who will be the PRB Agreement Manager), and members of PRB's Senior Leadership Team (SLT) for work related to capture, strategy, research, and staff training.

Responsibilities and Deliverables

The Consultant will support specific BD efforts based on PRB's requests. Consultant will participate in individual internal business development meetings as needed to facilitate coordination. Due dates and specific requirements will be determined and agreed upon. Due dates may be changed based on prior approval and mutual agreement with the PRB Agreement Manager.

Requests are expected to include the following:

  • Capture Tracking
    • Identify new business opportunities that align with PRB's priorities and capabilities, and regularly (at least monthly) share them with the appropriate group of staff over email.
    • Track opportunities (at the "Watchlist/tracking" and "Capture" stages) that PRB staff are interested in pursuing.
    • Research selected business opportunities to determine suitability and eligibility, and to inform an efficient capture strategy for opportunities that PRB has decided to officially pursue.
  • USAID
    • Capture Strategy
      • Support PRB staff with creating a "USAID Capture Strategy" that will help PRB position for future USAID opportunities within the next 3 years and beyond
    • USAID webinars
      • Participate in/summarize relevant webinars to inform PRB's capture efforts and broader BD strategic efforts (e.g., USAID's quarterly forecast call)
    • Capture plans/execution
      • Plan and implement capture activities for select potential prime and sub bids, based on a) USAID's Capture Strategy once completed; and non-USG priority sectors. Advise champions to decide on capture priorities and to align them with partner discussions (up to 5 opportunities).
  • Staff development/trainings/advising
    • As requested by the BD team, deliver up to 5 one-hour trainings on various aspects of business development, including the capture process, outreach and intel gathering, and best practices for working on proposals and reviewing RFAs/RFPs.
    • Develop follow-up resources for PRB staff to complement the training content.
  • Proposal Management- for specific proposals as assigned
    • Advise on strategy and participate in related discussions.
    • Support pre-proposal prep.
    • Manage proposals.
    • Conduct compliance reviews for proposals.
    • Support up to one BAFO process, should PRB advance to that stage.

Qualifications

  • Bachelor's Degree and 10+ years of experience.
  • Firm understanding of a disciplined capture process; strong organizational skills, initiative, and commitment to high-quality work.
  • Ability to apply critical thinking and properly analyze and qualify opportunities, including sound recommendations for go/no-go decisions.
  • Experience successfully managing a variety of proposals, including USG solicitations.
  • Excellent interpersonal skills and demonstrated ability to gain support and establish working relationships within client organizations across various departments and levels of authority.
