PRB is a nonpartisan, not-for-profit research organization focused on improving people's health and well-being through evidence-based policies and practices. Our staff analyze population data and ensure the research, and its applications are understood and used widely by decisionmakers, advocates, and media.

Position Summary:

PRB is seeking an experienced Proposal Manager Consultant who will provide business development (BD) support to PRB, supplementing PRB's in-house capabilities.

The total expected level of effort for the period of performance is up to 45 days. PRB may increase the contract ceiling and/or extend the contract by up to one year depending on performance.

The consultant will respond to requests from the Director, Business Development (who will be the PRB Agreement Manager).

Responsibilities and Deliverables

The Consultant will support specific BD efforts based on PRB's requests. Consultant will participate in internal business development meetings to facilitate coordination as required. Due dates and specific requirements will be determined and agreed upon . Due dates may be changed based on prior approval and mutual agreement with the PRB Agreement Manager.

Requests would be for specific proposals as assigned, and are expected to include the following:

  • Advise on strategy and participate in related discussions.
  • Support pre-proposal prep.
  • Manage proposals, including overseeing the proposal calendar, following up with staff to collect inputs, and ensuring that all internal deadlines are met.
  • Conduct compliance reviews for proposals.
  • Draft materials connected to specific bids, depending on need for writing support.
  • Serve as reviewer of responses to solicitations by providing written feedback on proposals.

Qualifications

  • Bachelor's Degree and 10+ years of experience.
  • Firm understanding of a disciplined capture process; strong organizational skills, initiative, and commitment to high-quality work.
  • Experience successfully managing proposals responding to large, complex USG, (including USAID) solicitations.
  • Excellent interpersonal skills and demonstrated ability to gain support and establish working relationships within client organizations across various departments and levels of authority.
  • Ability to apply critical thinking and properly analyze and qualify opportunities, including sound recommendations for go/no-go decisions.
