The Unaccompanied Children (UC) Foster Care Clinician will be responsible for supporting and ensuring the comprehensive service delivery of foster care and clinical services. The Clinician will offer consultation and trauma-informed expertise to program staff and stakeholders to promote stable foster placements and provide clinical feedback. Under the supervision of the Lead Clinician and in collaboration with the case management team, these services will be provided on a short-term basis and will require extensive knowledge of the policies of the Office of Refugee Resettlement (ORR). Additionally, the Clinician will participate in facilitating training during the onboarding process for new staff and continually in accordance with state and federal requirements.

This position is expected to function effectively with minimal supervision while following the guidelines given on procedures, along with agency, state, and federal regulatory requirements.

DUTIES



  • Provide direct therapeutic services to clients and community members as needed including individual, group, and family-focused therapy;
  • Administer required behavioral and mental health assessments and screenings for children and families;
  • Provide crisis intervention strategies and education, as needed;
  • Ensure ORR and the program's internal documentation practices and reporting requirements are met in following contract and licensing standards;
  • Participate in staff meetings with stakeholders and offer clinical feedback regarding client treatment needs;
  • Develop and maintain positive relationships with funding sources, licensing sources, families, and collaterals;
  • Attend, facilitate, and assist with providing ongoing education and support services to foster parents;
  • Participate in data collection and review to evaluate individual and program success - set goals for improvement based on overall strategies and objectives;
  • Provide crisis intervention and guidance to staff regarding clinical components of crisis intervention and long-term treatment strategies;
  • Participate in on-call scheduling to address emergency client and foster parent needs after hours;
  • Perform other job-related duties as assigned.


QUALIFICATIONS



  • Master's degree in Social Work and two (2) years of postgraduate direct service delivery experience OR;
  • Master's degree or Ph.D. in psychology, sociology, or other relevant behavioral science in which clinical experience is a program requirement;
  • Licensure to provide clinical services in Maryland;
  • Fluency in Spanish is required;
  • Prior experience working with refugee and/or immigrant populations, is strongly preferred;
  • Excellent verbal and written communication skills, including interpersonal communication, group leadership skills, public speaking, and clinical and persuasive writing skills;
  • Active motor vehicle license, clean driving record, and a reliable automobile with adequate insurance coverage;
  • Ability to pass a criminal history screen, including state and local child protection agency registries;
  • Up to 25% travel required including escorting youth to family unifications by car and air. Typically requiring same-day travel but may, on occasion, involve overnight stays;

SPECIAL POSITION REQUIREMENTS



  • Must be willing and able to clear a criminal background check for the past seven (7) years;
  • Must be willing and able to request and clear Child Abuse and Neglect background check in all states lived within the previous five (5) years, updated yearly;
  • Must be willing and able to obtain an FBI fingerprint check every five (5) years;
  • Must undergo an enhanced background check following hire;
  • Must have a valid driver's license and MVA check free of major infractions for the last seven (7) years;
  • Must clear a State of Maryland Department of Public Safety and Corrections Services screening;
  • Must complete a bi-annual physical exam and TB testing, in accordance with Maryland state licensing requirements;
  • Must maintain proof of childhood and annual vaccinations, including MMR, varicella, Tdap, and influenza;
  • Must be CPR, First Aid, and AEC certified upon hire or within 60 days of hire.
