Location: Spokane, Washington (In-Person)

Type: Exempt

Compensation: $80,200 - $120,300/year (Target salary of $82,000/year for this position. Skookum's compensation strategy is to position new employees between the minimum and midpoint of this range, depending on qualifications and experience.)

Work Schedule: Full-time, Monday - Friday 8:00 am - 4:30 pm (flexible start and end times depending on scheduling needs)

As a Community Employment Services (CES) Manager II, you'll... Be responsible for the organization and implementation of CES programs. Lead and manage the Spokane area CES department including a staff of 12-16. Develop and coordinate service implementation, policies, programs, and expand social impact. Motivate humble, effective and dedicated teams to provide customized job opportunities to individuals with disabilities through referrals and the Division of Vocational Rehabilitation (DVR) and Development Disabilities Administration (DDA), Foundational Community Supports (FCS), and DVR Pre Employment Transition Services (DVR PreEts).

  • Champion a team culture embodying Skookum's core values (Diversity, Partnerships, Commitment, Integrity, and Quality) as well as pursuit of Excellence, Emotional Intelligence, and Humility

  • Supervise the Spokane area CES team including CES Coordinator and potential PreETS Coordinator with data driven metrics and radically candid support to ensure the team meets goals and objectives

  • Oversee staff recruitment and training efforts for department to ensure we are hiring and developing the ideal team member for each department role. This includes overseeing promotions, demotions, firings, on-boarding, ongoing training, and updating roles and job descriptions to best meet department goals

  • Develop, implement, and monitor an individual competency-based development plan using HRIS Workday for each subordinate staff and oversee a clear evaluation and communication process. These individual goals include but are not limited to performance goals like individual service rates and job specific goals as well as team collaboration, respect, communication, and personal goals

  • Develop, implement, and monitor measurable team goals and objectives that adhere to organizational goals and oversee monitoring and communication process. These team goals include, but are not limited to performance goals like budgeted caseload service rates for the department, job seeker placement counts, placement retention rates, and timely and accurate submitting of essential documentation

  • Facilitate staff meetings and keep records of the meetings

  • Coordinate and schedule workflow and schedules for all staff

  • Keep informed about equal employment opportunity (EEO) and affirmative action guidelines and laws, such as the Americans with Disabilities Act (ADA)

  • Oversee that the Spokane area CES team is a vital partner to team Skookum and that our focus is collective success for the entire organization

  • Represent Skookum as the CES Department's primary contact and maintain open and professional communication to all external funding and referral stakeholders when it come to department operations in the Spokane area

  • Oversee the following Spokane area CES contracts including but not limited to DDA, DVR, FCS, and DVR PreETS

  • Oversee that the department cultivates intentional relationships to engage community employers, client support circles, and like-minded organizations to create opportunities for our clients

  • Be the initial point of contact for DDA, FCS, DVR and DVR PreETS and assign clients to CES staff

  • Develop, improve, and implement best practice and standard operating procedures to be followed by all in the department to ensure excellent, effective, efficient, and consistent services for clients and stakeholder partners

  • Manage operations to comply with all Skookum, county, state, ISO and accrediting CARF policies

  • Manage the quality assurance and audit process to ensure all department services and activities conform to contract, company, ISO and CARF standards

  • Manage monthly billing for all service lines to ensure accurate and quality reporting

  • Develop, implement, and monitor department budget and documentation to meet and maintain financial objectives and revenue flow

  • Create and examine reports for the team, development leadership and executive leadership to improve overall effectiveness and efficiency of the department and our service

  • In collaboration with Director, create and execute a strategy for growing Skookum's CES Department including DVR PreEts in the Spokane are

  • Carry a small caseload of clients if needed during clients' surge. Assist CES staff with their caseloads as needed

  • Attend 1-2 conferences a year for continuing education and networking at the discretion of the Director

  • Possible travel to other Skookum sites

Summary of desired skills and experience for the Skookum CES Manager II:

  • Bachelor's degree in Business, Operations Management, Social Services, or related field is preferred

  • 3 - 5 Years of experience is preferred

  • Equivalent combination of experience and education will be considered

  • A valid state driver's license is required with the ability to obtain and maintain coverage by Skookum's insurance.

  • Must be able to obtain and maintain applicable security clearances and installation access. A background check and E-Verify will be conducted for this position.
