DEPARTMENT OVERVIEW
Risk and Safety Services is comprised of five departments and each of these units is dedicated to maintaining and promoting an aspect of the health and safety of all members of the campus community. Risk and Safety Services provides leadership and coordinates multidisciplinary services to sustain a safe and healthy campus by managing risk, preventing injury and loss, and coordinating access, emergency response, and recovery.
Risk Services is a department within Risk and Safety Services, which supports the campus by assisting departments identify their risk exposures, recommending strategies to reduce or eliminate identified risks, and administering the campus insurance programs to facilitate maximum recovery from accidental losses. Risk Services encourages and supports a safe, healthy and thriving campus community.

JOB SUMMARY
Under the general direction of the Director, Risk Services, the Disability Manager supports access for academic and staff employees with disabilities in the workplace. The Disability Manager will exercise collaborative leadership in advancing the equal participation of all employees with disabilities through the interactive process. The Disability Manager serves as a primary resource to the campus community regarding academic and staff employees' programmatic access as mandated by state and federal laws.
The Disability Manager serves as the campus employment program access manager and works strategically and collaboratively with the campus ADA Officer to support strategic ADA compliance in this area. The Disability Manager manages the disability Management Coordinator and is expected to work at a high level of autonomy and exercise independent judgment, to identify, address, and resolve systemic and individual barriers for employees with disabilities in all aspects of the university.
APPOINTMENT INFORMATION
Budgeted Salary: $115,000 - 135,600/annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES
60% - Disability Management
- Provide counseling to employees with disabilities to assist in minimizing functional limitations. Analyze essential functions of positions to determine appropriate reasonable accommodations. Conduct worksite evaluations and make recommendations regarding reasonable accommodations. Analyze skills, knowledge and abilities with employees. Counsel employees regarding positions for which they are qualified within their skills and functional limitations. Identify areas of potential conflict needing negotiation.
- Serve as agent of the University in the "interactive" process, frequently working with a team of managers and other experts. Develop reasonable accommodation recommendations; provide consultation for job restructuring, worksite modification and acquisition of adaptive services. Research, order, receive, deliver and install or coordinate installation of recommended ergonomic equipment. Demonstrate, instruct and advise on appropriate use of equipment.
- Determine eligibility for Reassignment for alternate positions; facilitate alternate job search for employees. Consult with potential departments regarding referral and discussion of applicants qualified for Reassignment. Provide guidance to hiring authority on Policy.
- Provide advice and guidance to unit heads, managers and supervisors regarding compliance with federal and state regulations regarding qualified individuals with disabilities. Provide high-level expert policy advice. Provide disability case management for non-occupational medical situations.
- Contact internal and external medical providers to obtain medical information and documentation of functional capacities. Analyze, interpret, and coordinate the acquiring of medical information in accordance with the Policy in order to comply with the Pregnancy Leave Act, CA Family Rights Act, CA Fair Employment and Housing Act, Family and Medical Leave Act, and the U.S. Americans with Disabilities Act.
- Represent the University of California as a witness or vocational expert. Testify in Federal and State courts regarding disability discrimination actions alleged to have occurred at the University. Testify as a witness or vocational expert at hearings.
- Consult broadly with essential campus constituencies including Office of Equity and Equal Protection and Campus Counsel and Office of General Counsel to recommend action regarding medical separation requests.
- Conduct vocational evaluations and determine feasibility for services at the request of the university workers' compensation Third Party Administrator, University of California, Retirement Plan (UCRP) and claims vendor. Refer employees as needed for appropriate vocational assessments.
- Conduct detailed job analyses on specific positions to ascertain physical requirements needed to perform duties or to provide reasonable accommodation. Conduct job analyses in response to requests from the Workers' Compensation office.
20% - Program and Policy Implementation
- Provide expert policy interpretation and procedural guidelines on Medical Separation, Reasonable Accommodation, selection and recruitment and analogous labor contract sections. Provide leadership and guidance to assist department administrators with obligations under California Fair Employment and Housing (FEHA), Americans with Disabilities Act (ADA), Policy and Contracts.
- Review, analyze and propose modifications to policies, procedures and programs as a Disability Management liaison with the Office of the President.
- Manage and implement disability case management and technical consultation for Academic and Staff Human Resources offices, senior management and supervisors on complex disability issues of Academic and Staff employees. Research, evaluate and negotiate reasonable accommodation options. Supervise and implement Reassignment under Policy. Make recommendations to the Chief Human Resources Officer (CHRO) on Medical Separations.
- Responsible for reports as required by law, policy, procedure and/or management. Analyze data to determine appropriate program and policy changes and revisions. Develop and implement case tracking mechanisms.
- Provide technical expertise to the Office of Equity and Equal Protection on complex disability issues. Work closely with faculty and departmental personnel to resolve complex disability issues which impact departmental operations.
- Provide guidance regarding disability case management. Coordinate with Human Resource professionals including, Office of Equity and Equal Protection (EEP) staff regarding accommodation issues for employees with disabilities.
- Provide technical consultation on ADA and FEHA to EEP on cases where a disability discrimination complaint has been filed. Develop and serve on campus committees where technical expertise on disability issues is needed.
- Maintain and ensure a secure environment for confidential personnel, medical and case management records in accordance with professional code of ethics and appropriate State and Federal law and University policy. Ensure most cost effective accommodations are used. Evaluate Program effectiveness.
- Consult with the Office of the President Enterprise Risk and office of General Counsel to interpret University Policy and Procedures involving the Disability Management Services. Assess and minimize risk to the organization.
- Recommend changes. Serve as a point of contact to campus departments concerning disability issues.
15% - Supervision
- Provides supervision to the Disability Coordinator position. Supervises employee performance, professional development, required training and certifications, and adherence to job standards. Provides resources and tools for a successful team member.
5% - Training and Resource Management
- Develop, design and deliver presentations and formal training classes for managers and supervisors on topics including: interactive process, disability awareness, federal and state laws concerning people with disabilities, and disability issues in the workplace. Provide informal training on disability policies and legal requirements for managers on a continuing basis.
- Participate on committees.
- Update resources (web, training materials, etc..) as needed.
REQUIRED QUALIFICATIONS
- Bachelor's degree in related area and / or equivalent experience and / or training.
- Advanced knowledge of federal, state, and local laws and regulations regarding disability including the Americans with Disabilities Act and Amendments, Rehabilitation Act of 1973, as amended, California Fair Employment & Housing Act, California State Labor Code, Section 132A.
- Experience applying various counseling theories and techniques.
- Working knowledge of medical terminology and medical reports and their respective implications for reasonable accommodation and placement.
- Strong analytical skills and critical thinking skills to define and solve complex problems quickly.
- Advanced interpersonal skills with a customer-service orientation.
- Highly effective verbal communication skills necessary to explain complex information related to regulations and policy, and to represent the University's interest in complex or sensitive dispute forums.
- Ability to exercise a high degree of judgment in recommending and developing relevant solutions, programs, and strategies.
- Excellent writing skills with the ability to produce clear, well-documented correspondence, procedures, and publications.
- Advanced ability to develop course materials and deliver content effectively to diverse populations.
