Overview

Nakupuna Consulting is seeking a Miliary Construction Subject Matter Expert (SME) is needed to support the planning and programming of DPAA's Laboratory project through the Military Construction (MILCON) Program. A SME is required with knowledge of the MILCON Planning, Programming, Budgeting, and Execution (PPBE) process, DPAA's mission and operations, facilities engineering background, and experience in project/program management. The SME needs to have strong communication skills as high level interaction with DPAA leadership, Congressional staffers, Air Force, Nebraska Army National Guard and Army Corps of Engineers representatives, and contractors is required to facilitate discussions, solicit, consolidate, and present issues, concerns, and recommendations for leadership approval. DPAA's Offutt Laboratory has been operating in temporary facilities in Building 301D, Offutt Air Force Base, Nebraska. A permanent laboratory is needed to support DPAA's mission to provide the fullest possible accounting for missing personnel to their families and the nation. A planning charrette validated the scope, requirements, and cost for a new laboratory in September 2021. The Planning Charrette Report (PCR) provided a basis for possible submission of funding requests for military construction to Congress. FY 2024 Congressionally Directed Spending of $5M is designated for the initial planning and design of the DPAA Laboratory at Offutt AFB.



Responsibilities

The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.

The Planning, Programming, Budgeting, and Execution (PPBE) process is anticipated to be a multi-year effort encompassing the following specific tasks and project requirements:

    The SME shall manage the initial planning and design phase to sufficiently develop a reliable cost estimate and ready for near-term execution. The contractor will work with DPAA, Offutt AFB, the Nebraska Army National Guard, and design contractor to further refine requirements identified in the PCR.
  • The SME will prepare a schedule to manage the multiple stakeholder inputs and to meet the various deadlines of the MILCON process.
  • The SME shall provide technical expertise in the review of MILCON Design documents as part of the DD 1391 (35% and 100% stages) and supplemental information, and will coordinate the Agency's comments, working iteratively with the design team to ensure the Agency's requirements are fully met within the allocated budget.
  • The SME shall support the Congressional request for authorization and appropriation by working with the project stakeholders to provide any information needed to answer project inquiries prior to approval.
  • The SME will continue to support the refinement of project design and cost as the planning and design advances to the annual President's budget request.
  • The SME will provide MILCON project updates to DPAA leadership as required.
  • As the MILCON Project moves into the construction phase, the SME will serve as the liaison to the construction agent (Army Corps of Engineers) in reviewing construction submittals, coordinating DPAA reviews, and responding to construction requests for information.
  • The SME shall coordinate with the adjacent Nebraska Army National Guard Readiness Center and develop user agreements for shared facilities (e.g. parking lot).
  • The SME shall coordinate with Offutt AFB for typical tenant services that are available to support the new DPAA laboratory in a Memorandum of Understanding.


Qualifications

Skills/Qualifications: The ideal candidate possesses expertise and experience in project management, especially within infrastructure and environmental services. Key qualifications include:

The SME needs to have strong communication skills as high level interaction with DPAA leadership, Congressional staffers, Air Force, Nebraska Army National Guard and Army Corps of Engineers representatives, and contractors is required to facilitate discussions, solicit, consolidate, and present issues, concerns, and recommendations for leadership approval.

Education/Experience: Must have a High School Diploma

Location: Must be able to work full-time on-site at Offutt Air Force Base in Omaha, Nebraska.

Clearance Requirements: Ability to obtain a Secret clearance is required. Must be a US Citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
