JOB DESCRIPTION: With limited supervision and a wide latitude for discretion, coordinates and expedites the development and execution of engineering projects for the Staten Island Ferry (SIF). Assists in the coordination of administrative and planning activities required between internal and external stakeholders responsible for project completion. Responsible for the initiation and management of a project management framework for SIF engineering projects. Assists in all matters of SIF engineering contracts (including consultant, construction, and service) from budgeting to procurement to contract close. Supervise a small staff directly responsible for the execution of ESA consultant and general on-call contracts. Supervise this same staff in project delivery activities, including invoice processing, contract change orders, time extensions, etc. Prepare and present management reports.
EXAMPLES OF TYPICAL TASKS:
1.Assist staff in the administration and management of engineering consultant and construction and service contractor projects.
a.Assist in developing funding new need and CP requests. b.Assist in developing project scopes, conceptual estimates, and schedules. c.Assist in overseeing the consultant selection and contract bidding process. d.Direct staff and implement procedures and conduct invoice review and payment package creation. Prepare and ensure maintenance of consultant and contractor billing documentation. e.Assist in the development and tracking of contract change orders and time extensions. f.Assist in the reviewing and tracking of administrative project items, as required by contract, local, state or federal regulations, including, but not limited to, subcontractor approvals, DBE compliance, prevailing wage compliance, and Buy America requirements. g.Assist staff in project and contract closeout activities. h.Review invoices, schedules, reports and proposals prepared by consultants and contractors to assure conformance with contract requirements. i.Interact with DOT EAB and other oversight stakeholders, in collaboration with Ferries procurement staff, on invoice, change order, and related issues.
2.Establish a project management framework to coordinate the above activities. Develop project management SOP's. Implement engineering project management improvements.
3.Provide engineering support to project staff in areas like specification development, permitting and contract documentation, such as as-built drawings.
4.Prepare project status and cost reports for management.
5.Meet with City agencies, consultants, contractors assuring that functional requirements are adequately articulated and that proposed projects fulfill these requirements.
PREFERRED SKILLS:
1.Possess working knowledge of City procurement and payment process, including working knowledge of PASSPort a plus. 2.Able to independently draft and generate reports and documents. 3.Working knowledge of all Microsoft applications, including Teams. Capable of independently developing and using spreadsheets and databases. 4.Professional Engineer License (NY State) preferred.
ADDITIONAL INFORMATION TWIC REQUIREMENT: Once selected for employment at the Staten Island Ferry, federal regulations require that the applicant must either undergo a federal background check as part of the Transportation Worker Identification Credential (TWIC) program or already possess a TWIC. Minimum Qualifications 1. A valid New York State License as a Professional Engineer.
2. Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
