SUMMARY Agile Defense seeks qualified candidates for support of the Maritime Domain Awareness (MDA) capabilities of the Office of Naval Intelligence (ONI) Nimitz Operational Intelligence Command (OIC). Agile Defense provides IT support services to ONI OIC to include tier 1 through 3 on-call support, planning and scheduling, customer/user support, systems engineering and technical assessments, software engineering, system administration and operation, database administration and development, system/software testing and break-fix support. Further support includes migration of MDA capabilities to the cloud, and the application of artificial intelligence/machine learning (AI/ML) tools to existing MDA data sets.
The Deputy Program Manager is responsible for the execution of all activities in the contract, serving as the leader of the Agile Defense team, and is the authorized interface with the Government Contracting Office, the COR, and Government management personnel. The Deputy Program Manager is responsible for all technical and managerial aspects of contract performance including implementation, technical assistance and life-cycle support of the ONI program.
JOB DUTIES AND RESPONSIBILITIES
* Shall be responsible for the oversight of all technical and operational functions, planning, organization, and control of resources to complete all deliverables and services.
* Ensure all security requirements and governance guidelines are met and are accounted for in a contractor security plan.
* The DPM shall serve as the primary program interference between the contractor and the government.
* Oversee a team of approximately 30 contractor personnel divided between prime contractor and subcontractor.
* Manage and monitor the cost, schedule, technical performance, staffing, materials, security, deliverables, quality, and metric objectives and milestones of the contract.
* Shall collect, analyze, and maintain task performance metrics to measure the execution of all businesses and operational activities.
* Shall provide monthly program management reviews as described in the PWS.
* Shall provide monthly contract status reports and requested ad hoc reports.
* Coordinate, collaborate and effectively communicate with the COR, PCO, and TPOC regarding potential problems, issues, vacancies, and or risk that may adversely affect a mission and or completion of task activities and deliverables. The TPOC will be the primary interface for daily tasks to meet mission needs.
* Recruit and retain the required makes of qualified personnel with the expertise, experience, and other appropriate qualifications (e.g., required security clearances) to perform the PWS required task.
* Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.
* Remain current and well versed in the latest IT technologies and provide oversight and guidance in the planning, design, implementation and integration of all current and future projects.
* Coordinate with customers in order to manage and control the resources necessary to ensure timely
* Support various Government offices requiring IT services as coordinated through the Government COR or as designated by the Contracting Officer.
* Employ a management system that emphasizes the DoD Management Philosophy of continuous process improvement in providing the information and products there under.
* Remain knowledgeable in the customer mission areas, application/ solution development, network properties, Government policy and standards, and emerging hardware/software products in compliance with the Navy's/DoD standards and policies throughout the duration of this contract; and as applicable data management, cyber security, information assurance areas, network properties, and security.
* Shall be knowledgeable of the functional, technical and business process environments of the customers supported and shall be responsible for responding and adapting to technology changes.
* Shall develop and follow a Contract Management Plan that includes technical approach, organizational resources, and management controls to be employed to meet the cost, performance and schedule requirements throughout contract execution.
* Have a bachelor's degree in systems engineering, software engineering, computer science, information technology/systems, or equivalent.

Education, Background, and Years of Experience
* Bachelor's degree in systems engineering, software engineering, computer science, information technology/systems, business or equivalent.
* PMP

Environmental Conditions
