Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $117,400 - $230,400. The budgeted salary range that the University reasonably expects to pay for this position is $180,000 - $210,000.

Job Closing Date

This position is expected to work from the Downtown Campus Center location, but there will be opportunity for remote work days. The scope of responsibility requires reasonable proximity to campus and is not suited for a remote work modality.

About the Job

The Assistant Vice Chancellor (AVC) for Data, Analytics, and Campus Business Processes is a seasoned IT professional with demonstrated experience managing all aspects of data for a large public research university. Reporting to the Vice Chancellor and Chief Information Officer, the AVC is a member of the Office of Information Technology senior leadership team and helps develop organizational strategy, technical architecture, and solution delivery to support all aspects of campus operation. The successful candidate will lead technical and project teams - both directly and indirectly - to deliver a modern, robust, scalable data management infrastructure to support campus reporting and analytics needs. The AVC is a campus advocate for shared, centralized solutions; a business partner to campus academic and administrative units; and a campus-wide resource for the design, optimization, and digital transformation of campus business processes. The AVC possesses a deep understanding of data management and architecture principles, data governance and security, reporting and visualization, and modern toolsets to accomplish organizational objectives. As a campus partner, the AVC understands higher education business processes, workflows, and is an effective communicator and consultant in the design, optimization, and streamlining of campus processes and information. The AVC leads an organization of 10 FTE through subordinate managers. Excellent leadership and people management skills are a must.

Key Responsibilities:

  1. [Data Architecture and Engineering] - Design, implement, and manage the data pipeline for a large public research university. Develop a strategy and team to mature and maintain the university's enterprise data management practices, inclusive of data engineering and architecture. Provide technical management of institutional data throughout the entire data lifecycle and pipeline including schema development, curation, reporting, visualization, and ultimately archival/destruction. Work with technical and business units to define requirements, develop budgets, select appropriate technologies, and manage projects of all sizes and complexities.
  2. [Data Governance] - Partner with campus leadership to develop and maintain a data governance strategy to ensure the confidentiality, integrity, and availability of institutional information. Define roles and responsibilities for various stakeholders and educate stakeholders on their responsibilities. Lead a data governance committee or other governance structures as appropriate to engage campus stakeholders. Apply and ensure compliance with applicable policies, laws, and regulations of various datasets.
  3. [Business Process Design and Optimization] - Partner with campus business units to develop and optimize processes and data management practices. Develop processes and workflows with business partners, identify opportunities for improvement and digital transformation.
  4. [People Management] - Develop subordinate managers and individual contributors through strong people management practices, performance management, and mentorship. Create career plans, training plans, and model best practices consistent with OIT culture and principles of community.

Qualifications

  • Bachelor's degree; and/or
  • Advanced degree in related field and from an accredited institution (preferred); and
  • 4 - 10 years of management / leadership experience in a complex IT organization (required).
  • Exceptional oral and written communication skills.
  • Exceptional time management and organizational skills.
  • Ability to work both independently and cooperatively.
  • Ability to communicate successfully with executives and team members while improving IT strategies and complex projects.
  • Expertise of data warehousing design and concepts.
  • Experience with cloud data management platforms (e.g. Snowflake).
  • Experience with and knowledge of ETL / ELT tools and practices (e.g. Informatica, Oracle Data Integrator)
  • Expertise in data governance principles and best practices.
  • Demonstrated experience with people and performance management.
  • Experience with reporting and visualization tools (e.g. Cognos, Tableau).
  • Knowledge of university business functions including HR, finance, research administration, etc.
  • Knowledge of federal regulations such as FERPA.
  • Knowledge and understanding of analytical tools, such as SAS, SPSS, Excel, SQL.
  • In-depth knowledge of technology security and cyber-attack defenses.
  • Experience with and knowledge of online document management and workflow platforms (e.g. Hyland Onbase, ServiceNow).
