Job Summary:

The mission of the Division of Business Services (DoBS) is to support UW-Madison's institutional responsibilities of higher education and research. Business Services offers a broad range of services and transaction processing to campus, including accounting, internal auditing, risk management, purchasing, materials distribution and surplus property management, and tuition and student loan services.

Located in the Division of Business Services, Accounting Services provides financial services and management for UW-Madison, including the processing and reporting of accounting data. This department develops and implements financial policies and procedures for university-wide business processes for compliance with tax laws and other Federal and State regulations.

Under the supervision of the Finance Director, the Tax Compliance Administrator serves as the institutional compliance officer for one or more laws that affect institutional-level activities. This role develops institution-wide policies, maintains tax compliance data and reporting, and serves as the campus subject matter expert on higher education tax compliance issues. Additionally, this position develops and delivers training, monitors institutional risk, and communicates risk and remediation strategies to leadership to ensure compliance with institutional policies and/or laws and regulations.


Responsibilities:
Serves as the institutional compliance officer for one or more laws that affect institutional-level activities. Develops institution-wide policies, maintains compliance data, and oversees the compliance program and affiliated staff. Develops and delivers training, monitors institutional risk, and communicates risk and remediation strategies to leadership to ensure compliance with institutional policies and/or laws and regulations.

  • 35% Develops and maintains institutional and operating policies and procedures to ensure compliance
  • 10% Directs operational activities and staffing resources for compliance implementation, including outreach, support, and/or investigations
  • 5% Oversees, develops and participates in activities designed to raise awareness of the law(s) and its purpose
  • 10% Provides consultation for resolution of policy violations that involve students, employees, visitors, guests of the institution and/or applicants
  • 10% Serves as a subject matter expert for affiliated matters for internal and external stakeholders
  • 10% Provides guidance and oversight to university personnel compliance, policies, and procedures
  • 15% Creates, disseminates and maintains required reports and notices in accordance with established laws and regulations
  • 5% Creates and delivers education materials and trainings to target populations and entities

Education:

Preferred
Bachelor's Degree in law, compliance, public administration, or a related field.


Qualifications:

Required:
- Understanding of laws and regulations affecting institutional-level activities.
- Ability to develop and implement policies and procedures.
- Proficiency in compliance data management and reporting.
- Skilled in providing consultation and resolution for policy violations.

Preferred:
- Experience in higher education or similar institutional settings.
- Familiarity with institutional risk management and remediation strategies.
- Experience in developing and delivering training programs.
- Ability to effectively communicate risk and remediation strategies to leadership.


Work Type:

Full Time: 100%

This position may require some work to be performed in-person, onsite, at a designated campus work location. Some work may be performed remotely, at an offsite, non-campus work location.
