Summary

This position will support the Surface Combat Systems Training Command (SCSTC), primarily in Dahlgren, VA. SCSTC's overall mission is to provide the United States Navy and our allies with highly trained warfighters to maintain, operate, and tactically employ surface combat systems across the spectrum of operations. We are looking to hire an experienced Program Manager to oversee all aspects of program execution for Navy engineering and software development projects, including design, development, testing, evaluation, lifetime support maintenance, configuration management, and tactical training.

Essential Functions:

The Program Manager position will be responsible for:

  • Developing, managing, and updating program deliverables, including the Plan of Action and Milestones (POA&M), Monthly Progress Reports (MPR), and Program/Project Management Plan (PPMP), ensuring alignment with contractual and organizational objectives.
  • Leading teams in the planning, execution, and monitoring of program activities, ensuring adherence to cost, schedule, and performance requirements.
  • Providing leadership and direction for the design and evaluation of combat system elements, ensuring technical solutions meet mission objectives and Navy standards.
  • Establishing and maintaining a robust Configuration Management (CM) process to control and document changes to program elements, ensuring traceability and compliance with DoD and Navy policies.
  • Serving as the primary point of contact for the customer and stakeholders, fostering strong communication and collaboration to address program requirements, risks, and changes effectively.
  • Monitoring and reporting program performance metrics, identify risks, and implement mitigation strategies to ensure successful program outcomes.
  • Ensuring compliance with all applicable DoD, Navy, and contract-specific policies and standards.

Required Qualifications

Minimum ten (10) years of experience in Navy engineering and software development, covering:

  • Design, development, testing, and evaluation.
  • Lifetime support maintenance and configuration management.
  • Tactical training system development and support.

Proven track record of leadership and responsibility in DoD Contract Program Management.

Demonstrated ability to develop and review combat system elements of design, ensuring alignment with mission and operational requirements.

Expertise in project management practices, including developing and managing POA&Ms, MPRs, and PPMPs.

Strong knowledge of Configuration Management (CM) principles and tools.

Exceptional communication, organizational, and problem-solving skills, with a focus on stakeholder engagement.

Desired Qualifications

  • Master's degree in Engineering, Computer Science, Management, or a related technical field.
  • PMP Certification or equivalent program management certification.
  • Experience managing Navy combat systems or training system programs under DoD acquisition processes.
  • Familiarity with Agile methodologies, Earned Value Management (EVM), and other modern program management practices.
  • Expertise in NAVSEA or NAVAIR programs, with a deep understanding of the Navy's operational and training environments.
  • Strong technical writing skills, particularly for program documentation and reporting.
  • Proven ability to lead cross-functional teams in dynamic and high-pressure environments.

Eligibility Qualifications

U.S. citizenship and ability to obtain and maintain a DoD security clearance (if required).
