Job Description Summary

Advisors is the mission-based consultancy department within Enterprise focused on delivering capacity building and technical assistance in partnership with Federal agencies, units of local government, public housing authorities, nonprofit organizations, philanthropy, and others. Advisors has worked in over 700 communities across the country to improve the capacity, outcomes and impacts of community development and housing programs and organizations so that all people have a place to live, grow and thrive. We seek to advance racial equity and dismantle the enduring legacy of systemic racism in housing both through and within the work we do.

We are seeking a dynamic program associate to join our expanding team. As more community leaders across the country are working to understand their current housing conditions and plan for a more equitable and inclusive future, Advisors is growing to meet the increasing demand for advisory services for the full continuum of housing needs. By working together, Advisors identifies and right-sizes solutions to address the most pressing housing challenges (e.g., housing supply gaps, displacement, preservation, housing affordability, etc.). Combining strategic thinking, policy, and financing experience, Advisors develops community- and data-driven housing solutions that address unique market conditions, expand tools and resources, and leverage community assets - while building local capacity for the future. While primarily supporting the Equitable Housing Solutions practice area, this program associate will also work on engagements led by the other Advisors practice areas.

Outside of project engagements, program associates intentionally invest in professional development (supported with annual budget) and actively participate in regular virtual internal meetings and in-person retreats to build relationships with colleagues across practice areas and the division. They also have opportunities to participate in Enterprise-wide networks and employee resource groups.

This program associate will report to the Director for Equitable Housing Solutions.

Job Description

Responsibilities:

The program associate will:

  • Contribute to engagements with partner communities, including:
    • Policy research and data analysis (quantitative and qualitative)
    • Report and presentation development
    • Internal project management support
    • Recordkeeping management
  • Manage projects with partner communities
  • Support the development of methods and approaches to leverage data and other information to assess market conditions to identify place-based solutions
  • Prepare cases studies including compiling relevant promising practices
  • Assist with refinement of internal written policies and procedures
  • Perform other duties as assigned
Qualifications: Experience and Education
  • Bachelor's degree in relevant field
  • A minimum of two years of experience conducting policy research, data analysis (quantitative and qualitative) or programmatic support on housing and related community development issues and trend; an advanced degree may be substituted for experience
  • Participation in community engagement efforts with a diversity of stakeholders and residents
Skills and Knowledge
  • Proven ability to communicate effectively with team members, clients, community members, and/or stakeholders (written and oral communication skills)
  • Excellent data analysis skills, including proficiency with GIS and Excel
  • Effective presentation skills
  • Project management and time management; ability to set and meet deadlines across multiple projects
  • Familiarity with a broad array of housing policies and related tools
  • Ability to think creatively about systems change and new ways of approaching large challenges
  • Ability to maintain effective working relationships with diverse staff, partners, and clients
  • Comfort and experience working with diverse teams
  • Experience using project management tools (e.g., Asana, SmartSheets, Planner, etc.)
  • Experience conducting interviews and focus groups
  • Experience conducting policy research
  • Basic graphic design and data visualization skills

The base salary for this role is $65,000 to $75,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
