Overview
DecisionPoint Corporation is seeking a Managment Analyst to provide professional research, writing, and editing support to the Office of Overseas Contingency Operations Oversight. The OCO office is responsible-jointly with the inspectors general of the Department of Defense and U.S. Agency for International Development-for oversight of and reporting on multiple overseas contingency operations. This work requires a comprehensive knowledge of the Department of State, as well as the ability to exercise sound judgement and action. The professional writer/editor supports OIG's overall role to the Department of State and the U.S. Agency for Global Media (USAGM) to improve management, strengthen integrity and accountability, and ensure the most efficient, effective, and economical use of resources. This position is a Hybrid model. Requires 2-3 days on-site in Arlington,VA
Duties & Responsibilities
Researches, writes, and edits quarterly and special OCO reports to Congress and the public.
- Research multiple aspects of subject matter to ensure accuracy and relevance of information; discusses and coordinates coverage plans with OCO colleagues.
- Provides quality assurance/quality control support for OCO products.
- Participates in joint strategic planning with other OCO oversight agencies and members of the OIG team to develop plans for effective oversight of OCO-related operations and programs.
- Plans, conducts, oversees, and coordinates special projects related to OCO oversight.
- Handles or assists with special ongoing activities coordinated from OIG, such as membership on working groups, and represents the interests of the OIG.
- Interacts with OIG, Department, and other agency or entity officials to obtain necessary information and promote effective oversight.
- Provides well-researched briefings on OCO-related topics to the OIG team and the IG.
- Contacts or responds to contact from officials within or outside OIG, the Department, and agencies or entities as necessary.
- Many of these individuals may be working internationally or be in unique situations.
- The officials may be relatively inaccessible, and each contact must be handled differently, using judgment and discretion consistent with OIG policy and direction.
- Drafts documents requiring an understanding of technical matters and Department policies for approval by the AIG for OCO or their designate.
- Continually researches topics related to overseas contingency operations.
- Conducts research, information gathering, and summarizes information to ensure pertinent data is available for OCO staff.
- Participates in interagency meetings and briefings.
- Drafts and provides the AIG for OCO, the Director for OCO, and OCO staff with appropriate briefing notes and matters to be considered for meetings.
- Coordinates routine items with the AIG for OCO, the Director for OCO, the Senior Advisor to the Inspector General for Strategic Oversight Priorities, Deputy Assistant Inspectors General (DIG), Assistant Inspectors General, as well as the staff of other key officials within OIG, the Department, or other Federal agencies.
- Uses sound judgment to determine the approach or action to take in non-routine situations.
- Keeps AIG for OCO or their designate informed of important matters that should be brought to his/her attention.
- Provides other support to the OCO office and OIG, as needed.
- May review and provide comment on OIG audit, investigations, and evaluations reports involving OCO-related topics.
- May prepare the IG for congressional testimony and outreach related to OCO oversight.
- May help develop proposed legislative changes affecting OCO oversight.
Qualifications
- Active Secret Clearance.
- 1 year minimum relevant work experience required.
- The position requires advanced understanding of Department and U.S. government operations in OCO environments and associated issues and risks, highly developed research and communications skills, and discretion.
- Knowledge of policies, procedures, practices, and regulations which govern OIG and OCO office activities.
- Ability to write clearly, to edit effectively, and to provide logical and meaningful recommendations concerning management and program effectiveness.
- Strong ability to research, compile, analyze, and interpret data.
- Excellent written and oral communications skills, sufficient to prepare written policies, guidance, and directions and to explain, defend and justify decisions and recommendations to higher-level management; to lead meetings and make presentations.
- Ability to prepare and present recommendations and solutions on complex issues.
- Ability to interpret information and make decisions using professional standards and management practices often in challenging circumstances.
- Capable of discussing major and significant OIG and OCO-related oversight, and Office of OCO policies, programs, and operations with senior officials.
- Ability to communicate clearly, tactfully, and effectively with senior officials, as well as other officials and staff with federal agencies, congressional staff, and the private sector.
- Demonstrated understanding of the Department and USAGM's organizations and operations.
- Capacities to understand, interpret, and apply general and specific administrative and departmental and OIG policies and procedures.
- Development of project controls and planning the sequence of actions necessary to accomplish an assignment collaboratively with others outside the organizational unit.
- Adapting guidelines or precedents to meet the needs of an assignment.
- Preparing documentation summarizing material and organizing in a logical fashion.
- Has comprehensive knowledge of and ability to use Microsoft Office 365 applications including, but not limited to Word, Excel, Teams, and SharePoint
- Work under pressure with frequent interruptions and constant contact by phone or in person.
- Learn and apply an understanding of the organization's functional policies, processes, and goals, and to plan and organize work to meet the changing priorities and deadlines.
- Understand and carry out oral and written directions and communicate clearly and concisely, both written and orally.
Working Environment & Conditions
- This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
- This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
- Must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
