Overview

Credence is seeking a Contracts Specialist to support the Army Positioning, Navigation and Timing (PM PNT) System Engineering and Technical Assistance (SETA) Program.

This position is hybrid requiring 2-3 days on site in Aberdeen, MD.

The PM PNT program provides administrative, business management, programmatic contracting, information technology (IT), program management, engineering, logistics, test and evaluation (T&E), training, operations, security, technology protection, foreign military sales, and acquisition and strategic planning services to the Army director PNT systems.

The SETA services provided to PM PNT shall support the planning, development, management, sustainment, and execution of the U.S. Army's PNT portfolio. PM PNT provides coordinated PNT system of systems architecture and associated PNT products for the Army's mounted and dismounted platforms. PM PNT is the Army's lifecycle manager for the Mounted Assured PNT System (MAPS), Dismounted Assured PNT System (DAPS), Assured Protection and Alt Nav Technology Development; and the Resiliency and Software Assurance Measures (RSAM)., as well as any future PNT efforts in both the Contiguous United States (CONUS) and outside the contiguous United States (OCONUS).



Salary Range

Full pay range for this position is $90,000.00 to $110,000.00 per year, with the starting wage determined based on candidate's knowledge, skills, experience, as well as budget availability.



Responsibilities include, but are not limited to the duties listed below

    Acquisition Requirements Packages (ARP): Assist in the preparation and review of all Acquisition Requirements Packages (ARP) packages, ensuring completeness and accuracy before submission to the Contracts Manager for review and approval.
  • IPT Meetings: Participate actively in O-5 Product Managers (PMs) Contracts Integrated Product Team (IPT) meetings to provide procurement-related expertise and contribute to informed decision-making.
  • CMRB Charts: Assist in the preparation and review of quarterly Contract Management Review Board (CMRB) charts, ensuring the presentation of key contract metrics and performance indicators.
  • Contracts Liaison: Serve as the Contracts Liaison between the O-5 PdM, PM, Program Executive Office (PEO), and the Army Contracting Command (ACC) to facilitate effective communication and collaboration.
  • Procurement Portfolio Management Tool (PPMT): Ensure accurate and timely entry of all procurement-related actions into the Procurement Portfolio Management Tool (PPMT) on a weekly basis. Utilize Business Intelligence (BI) for reporting purposes.
  • Mentorship: Act as a mentor and advisor to the O-5 PdMs and their staff, providing guidance and support for all acquisition concerns.
  • Acquisition Concerns: Promptly respond to all PM acquisition concerns within the Procurement Portfolio Management Tool (PPMT) or from the PEO Contracts Planning Division and Army Contracting Commands (ACCs).


Education, Requirements and Qualifications

  • An active DoD Secret level security clearance or higher is required.
  • A bachelor's degree in business, contracting, or acquisition with 3 years experience or a Master's Degree in business, contracting, or acquisition with 1 year experience in DoD contracting or acquisition.
  • Contracting Documents: Experience in writing government acquisition-related contracting documents, including Performance Work Statements (PWS), Statements of Work (SOWs), Justification and Approvals (J&A), and Determination and Findings (D&F).
  • Knowledge of Other Transaction Authorities (OTA) (Specific to the MOD program)
  • Communication: Strong written and verbal communication skills, as well as excellent organizational and analytical abilities.
  • Problem-Solving: Ability to respond to challenging program questions and issues by researching and assimilating information into valid recommendations in a timely manner.
  • DoD Experience: Previous experience in a Department of Defense (DoD) acquisition program office is highly desirable.
  • This position is hybrid requiring 2-3 days on site in Aberdeen, MD.
