Alternate Facility Security Officer (FSO)

Under the direction of the Manager, Division Security and Corporate Facility Security Officer, this Alternate Facility Security Officer (A/FSO) position entails a comprehensive range of security responsibilities. This role is required under government regulation 32 CFR Part 117.7 NISPOM Rule. The role involves assisting the Facility Security Officer (FSO) in implementing security policies and procedures related to government classified information, personnel security, physical security, operational security, and facility safety. This position is also responsible for document control by maintaining accountability for classified documents and hard drives. The A/FSO must take on the responsibilities of the FSO in their absence.

The Alternate Facility Security Officer must possess an in-depth working knowledge of 32 CFR Part 117 (NISPOM Rule) requirements and other pertinent government regulations. This position requires the ability to make independent decisions and effectively interface with senior leadership at RAND, as well as government officials. The Alternate Facility Security Officer must demonstrate the capability to perform job functions autonomously with minimal oversight, ensuring the highest standards of security and compliance are maintained.

Duties

  • Responsible for assisting the FSO in ensuring programs and procedures for handling secure and/or proprietary materials, documents, and equipment are performed in accordance with 32 CFR Part 117 (NISPOM Rule)
  • Act as Document Control Specialist by maintaining accountability for classified documents and hard drives, perform material Transaction, Internal Transfer, External Transfer, Receive classified material, destroy classified material and maintain records for each transaction.
  • Perform necessary briefings and debriefings with staff and maintain briefing statements, Security forms and other record keeping requirements
  • Create, send, and receive Visit Authorization Requests and maintain the DISS visit and personnel records.
  • In the absence of the FSO, responsible for interacting with internal staff, as well as DCSA industrial security representatives on investigations and other reportable issues to ensure compliance in accordance with NISPOM Rule
  • Process personnel security information via DISS and ensure that security personnel records are accurate and complete
  • Assist with setting up for classified meetings and processing security clearances and visitor access.
  • Assist with the development of training materials
  • Serve as Alternate COMSEC Custodian

Basic Qualifications

  • Must complete FSO training for Processing Facilities courses within 6 month of starting position.
  • Must complete Insider Threat courses within 6 month of starting position.
  • Must demonstrate working knowledge of the 32CFR Part 117 within 6 months of starting position.
  • Must have working knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation software (MS Word, Excel, Access, PowerPoint), and Outlook.
  • Excellent written and oral communication skills.
  • Strong organizational skills.
  • Attention to detail is critical.
  • Ability to discreetly handle sensitive information.
  • Ability to multi-task in a fast-paced environment.
  • Must be able to pass a background check.

Education

High school diploma or GED required. Bachelor's degree preferred.

Experience

With a bachelor's degree, at least 2 years of experience in industrial security is required. Without a bachelor's degree, at least 6 years of experience in industrial security is required.

Security Clearance

Must meet eligibility requirements for access to U.S.government classified information.

Salary Range: $64,400 - $96,100
