Overview

Nakupuna Consulting is seeking a War Room Manager to support NAVSEA 04 (Industrial Operations) strategic planning products. This individual will provide direct support to NAVSEA 04's mission of getting ships to sea and keeping them ready.



Responsibilities

The following reflects management's definition of essential functions for this position. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.

    Support the Program Manager and NAVSEA 04 in providing strategic planning ensuring deliverables are accurate and timely, and ensuring the Nakupuna Program Manager and subcontractor team have the strategic direction needed to support the mission and strategy of SEA 04.
  • The war room manager provides programmatic management and planning support services to the Naval Shipyards Strategic War Room (NSY-SWR). This person is a War Room design and development SME. This role is responsible for assisting the Director/Deputy and NAVSEA 04 leadership with both daily running of the NSY-SWR and long-term NSY-SWR strategic planning. Critical duties include but are not limited to:
    • Provide program management and planning support to NSY-SWR.
    • Advising the NSY-SWR Director/Deputy and NAVSEA 04 leadership.
    • Developing and maintaining War Room storyline and graphics.
    • Building products and templates with NSY-SWR liaisons to standardize processes.
    • Maintaining and reinforcing NSY-SWR processes.
    • Developing, maintaining, and tracking core NSS-SY metrics.
    • Contributing to knowledge capture and knowledge management.
    • Preparing the "Weekly NSY-SWR Initiative Review" brief.
    • Engaging with senior leaders including during weekly SEA 00B and SEA 04 briefs.
    • Providing written SOPs for all processes. Building and administering transition plans.
    • Organizing and supporting NSY-WSR meetings, reviews, information exchange meetings, workshops, and conferences as needed.
    • Providing oversight for additional War Room support staff.
    • Serving as War Room Analyst (Acting) when the War Room Analyst is unavailable.
    • Committing to becoming knowledgeable of historical occurrences and being informed of current events influencing public shipyard maintenance.
    • Competent using Microsoft 365 products (including but not limited to SharePoint, Visio, and Project), graphics editing (i.e., Adobe Photoshop).
    • Developing and posting digital and physical (wall) storyboard content.
    • Provide professional technical and programmatic assistance to support efforts in NAVSEA War Room efforts.
    • Assist War Room through framing issues, structuring problem statements, optimizing current processes and providing input to develop strategies and implement change management, leveraging subject matter expertise in Acquisition.
    • Coordinate engagements with Naval Staff, Assistant Secretary of the Navy for Research Development and Acquisition, as well as Systems Commands (SYSCOM), Program Executive Offices (PEO) and Directorate for Personnel and Records Management (DRPM), interfacing with client leads to include Flag and Senior Executive Service personnel.
    • Provide tours of the NTO War Room to high level officials such as members of the U.S. Congress, Congressional Professional Staff Members, high-level Executives from Industry, Assistant Secretaries of the Navy, the Chief of Naval Operations (CNO), the Vice-CNO, and various other Flag and General Offices and Senior Executives within the Department of Defense.
    • Provide executive level program management support, technical advice and strategic guidance to plan, coordinate, implement and track change initiatives across acquisition and sustainment workforce, including Naval SYSCOMs, PEOs, and DRPMs.
    • Create and/or update databases and spreadsheet-analysis data in electronic formats compatible with NAVSEA-approved, web-based document sharing initiatives in support of Naval Sustainment Systems-Shipyards (NSS-SY) programs to include, but is not limited to, availability planning, availability duration estimation, shipyard capacity, execution status, and financial and budget status.
    • Provide services to develop read-ahead materials, coordinate and provide presentations.


Qualifications

Skills/Qualifications: The ideal candidate possesses expertise and experience in NAVSEA, specifically program/project management supporting NAVSEA program offices. The ideal candidate will be familiar with and have experience with the following technical knowledge, skills, and abilities:

  • Demonstrated knowledge of DoD program management, technical, or business management.
  • Experience communicating with SES/Flag level personnel is required along with supervisory experience.
  • Experience with drafting/coordinating/presenting papers, briefings, and presentations at the Flag Officer/SES level.

Education and Experience: The following are desirable levels of experience:

  • Bachelor's degree in any technical or managerial discipline required; master's degree preferred.
  • Strategic planning experience in DoD preferred.
  • A minimum of five (5) years of professional experience in program management, or business management.
  • Minimum of five (5) years relevant experience in DoD/Navy program management is preferred.

Clearance Requirements: Must be a U.S. Citizen with the ability to obtain a government-issued CAC and possess a Secret clearance.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $110,000.00 to $131,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
