The Senior Counsel - Government Affairsposition operates as a government affairs adviser to company business units and corporate departments, and, under the overall direction of the head of government affairs, works independently and prioritizes simultaneously with multiple business units and corporate departments. Interacts with all levels of the company in the management of legislative and regulatory affairs issues. This position is part of the U.S. Law Department and Government Affairs team and is based in Washington, DC.

The position is also expected to focus on environmental and/or energy issues and related legislative, regulatory, and association activities. The position reports directly to the Deputy General Counsel, Government & Industry Affairs (head of government affairs). Successful candidate shall provide high quality law and/or government affairs services and representation of the company's positions and interests before the U.S. Congress, federal agencies, and with relevant associations. Substantive experience with major environmental and/or energy laws and regulations, such as TSCA, the AIM Act, the Montreal Protocol etc. is of particular interest, as well as prior Capitol Hill and/or federal agency experience.

Experience in the chemical or manufacturing industry preferred. Experience in working with associations such as ACC, AHRI, and/or ARAP et al., is also of interest. Some business travel may be required. (Approximate Time 10-20%).

Essential Duties and Responsibilities

Function as a key member of the in-house Government & Industry Affairs team and the overall Arkema law department. Fast-paced environment, requiring wide range of capabilities, and flexibility. Key duties and functions of the position are the following:

  1. Advancing the company's overall legislative and regulatory affairs and lobbying priorities by developing, managing, coordinating and implementing legislative and regulatory strategies and tactics to advance the Company's interests, in conjunction with the head of Arkema's government affairs team, other members of Arkema's Law Department and/or government affairs team and with other business executives from around the company. (55%)

Examples of the types of responsibilities within this key activity include:

  • providing advice and counsel to internal company executives, business units, and/or stakeholders on legislative and regulatory issues of importance to the company.
  • collaborating with business unit executives and/or manufacturing leaders to develop and implement government affairs strategies and plans.
  • representing the company at meetings with legislators and staff and/or government agency officials and staff and maintain relationships with key officials and staff.
  • monitoring, tracking, evaluating, and reporting on legislative and regulatory issues of importance to the Company.
  1. Fostering company relationships with key industry and trade associations of which the company is a member and/or with other stakeholders and collaborate, as appropriate, on issues of mutual interest. (25%)
  2. Assisting with Arkema Political Action committee (PAC) activities, including representing the PAC at events and/or other PAC management functions. (10%)
  3. Other Assigned Duties include ensuring company compliance with applicable federal/state/local lobbying laws, regulations, and reporting requirements; providing training to business units as necessary on government affairs issues; advising on compliance with various Company policies and other requirements; and management of outside counsel as appropriate. (10%)

Minimum Qualifications and Education Required

  • 7+ years in one or more of the following is highly preferred:
    • Congressional or state legislative experience; or federal or state agency experience
    • industry association government affairs experience or\in-house corporate government affairs experience
    • Outside counsel experience with substantive experience in directly engaging with Congress and/or federal agencies.
  • Juris Doctorate required (J.D.: Licensed to practice to law in at least one state/jurisdiction and capable of waiving into other jurisdictions as appropriate). Strong prior Congressional or agency experience with environmental, energy, and/or manufacturing issues may also be considered.
  • Candidates without one or more of the above sets of experience will be considered only if they have significant comparable experience or skills that can be clearly demonstrated.
  • Chemical or Scientific/Technical background preferred
  • Primary practice areas: Environmental and/or energy legislation and regulations and other related issues based on individual experience and/or interests.

Competencies - Knowledge Skills & Abilities

  • Knowledge of federal/state/local lobbying laws and regulations
  • One or more of the following are preferred:
    • experience in the chemical manufacturing industry or in manufacturing.
    • experience developing and implementing policy and government affairs initiatives within a corporate structure is valued as well as an understanding of key business issues.
    • experience with federal environmental regulations and programs.
  • Excellent attention to detail is essential.
  • Excellent writing, analytical and communication skills are a must.
  • Excellent judgment and discretion required.
  • Must be a self-starter and be able to work independently.
  • Proven ability to build and maintain external relationships with Congressional, agency and association networks.
  • Must have excellent interpersonal skills and be able to work with diverse client base including senior executives of the Company.
  • Team player that is flexible and adaptable, able to function in fast past environment.
