This is a time-limited position that is scheduled to expire. Additional funding for this position is anticipated but not guaranteed. The position provides leadership to Region 1 (Buncombe and surrounding counties) and requires a vehicle for frequent travel and some overnight stays.
Candidate must have access to a computer, printer, and other equipment to carry out the field-based job functions.

Primary Purpose of Department
Based on the established Early Educator Support Office ( EES Office) Framework, approved by the North Carolina State Board of Education ( NCSBE), the purpose of this program is to manage and expand the infrastructure for a statewide system of professional development and support to early childhood educators, with or eligible for a North Carolina Birth-through-Kindergarten (B-K) license, in nonpublic sites, thereby increasing local and state capacity to effectively provide services to all eligible educators.
Primary Purpose of Position
The Regional Lead provides leadership to a regional team of mentors and evaluators who are responsible for mentoring and evaluating lead educators who hold or are eligible to hold an NC B-K license and are employed by non-public schools such as NC Pre-Kindergarten, NC Developmental Day, and other early childhood programs. This position is responsible for maintaining consistency of procedures and information delivery, providing an effective communication structure between the state and regional offices and in the field to ensure delivery of consistent messaging to all evaluators, mentors, site administrators, and partners, and ensuring shared collaboration throughout the state. The Regional Lead also provides mentoring and evaluation services to educators.
Summary of Position Responsibilities

Minimum Education/Experience

  • Master's degree in education with a concentration in early childhood education, child development, human development/family studies, and special education (early intervention/preschool).



  • A minimum of 3 years of progressive, successful experience as an early childhood leader at the local regional, or state level, including experience as a mentor, evaluator, and/or trainer for the EES Office.
  • Equivalent education, experience, and NC Education License may be considered.

Preferred Education, Knowledge, Skills and Experience
Professional Knowledge:

  • Must exhibit proficiency in child development theory and the application of evidence-based practices while possessing knowledge and experience in designing and delivering impactful professional development.
  • High level of expertise, substantial experience, and a deep understanding in crucial domains, including NC Professional Teaching Standards, the NC Department of Public Instruction's Educator Effectiveness System, NC Foundations for Early Learning and Development, NC Pre-K and Developmental Day Program Requirements, NC State Board of Education Teacher Licensure Policy, the Beginning Teacher Support Program, and the NC Department of Public Instruction's Mentor Standards.
  • Extensive familiarity and experience with theEESOffice Framework, which encompasses procedures, guidelines, and implementation, are preferred qualifications.


Technical Knowledge:

  • Effectively utilize the NC Department of Public Instruction's Home Base/NC Educator Effectiveness System, as well as excel in using data systems, creating PowerPoint presentations, and various communication systems.
  • Possess a strong aptitude for technology and be capable of seamlessly incorporating computers into their daily interactions with regional staff, colleagues, educators, and other members of the early childhood community.

Communication Skills:
  • Strong oral and written communication skills are critical as well as the ability to accurately and professionally articulate the intricacies of theEESOffice framework and service delivery.
Additional Skills:

  • Possess the capacity to actively listen to, guide, coach, and provide support to adults, all while employing a balanced leadership approach.
  • Exceptional interpersonal skills are crucial, enabling active participation within mentor-educator-evaluator teams and regional structures, as teamwork is central to the role's success.
  • Ability to build collaborative partnerships, particularly with site administrators and technical assistance professionals across sectors, is essential for facilitating effective mentoring, coaching, and educator evaluation.
  • Skilled in guiding the Professional Learning Community (PLC) Process, effectively supporting evidence-based teaching practices that lead to positive outcomes for children.
