We are proud of our mission, our lasting community impact, and the cultural and individual diversity of our staff Family Health Centers of San Diego is looking for a Regional Services Manager, Healthy Development Services Program (HDS) who will be responsible for the day-to-day functioning of the program. Provides daily operational management for Healthy Development Services (HDS) program through oversight of all services and personnel scheduled at the site(s), in conjunction and coordination with other PDS/HDS managers, program partners and other collaborators. Responsibilities:
- Ensures implementation and adherence to the scope of work for HDS, as well as to health center policies, guidelines, and department mission and goals. Monitors service provision for the entire network, including target progress for the number of children served and developmental/ behavioral treatment. Measures outcomes of weekly and monthly scheduling activities, ensuring that provider time is optimized.
- Is fully versed in the functions, services, and positions of the program. Oversees all scheduling functions and ensures that provider schedules are full. Keeps facility safe, clean, neat, organized, patient friendly, and in adherence with Joint Commission guidelines. Provides innovative, consistent on-time project facilitation.
- Conducts quality assurance activities, including ensuring First Five's mandate of no duplication or supplantation. Participates in/facilitates funder and agency required correspondence and reports as assigned.
- In partnership with other managers, uses outcome data on screening and assessment results to help develop strategies for retention in treatment services.
- Assists with implementation of protocols, documentation and strategies for improved service flow needed for efficient program operations.
- Participates with management in organizational and programmatic long-term planning. Participates in regular meetings of program staff, consultants, Program Director, and others, as appropriate. Ensures all regulatory standards are met or exceeded and adhered to on an on-going basis (Joint Commission, DHS - Licensing & Certification, OSHA, etc.)
- Attends all required meetings, as well as those assigned by PDS Department Director and/or Associate Director of HDS programs. Coordinates other program and related meetings to support program goals. Facilitates and assists with planning of and/or presenting information during meetings, i.e., MDT, general staff meetings, meetings with partners and sub-contractors, etc.
- Provides information for development of preliminary budget for the site(s) assigned and assists in the process to ensure that appropriate expenditures stay within budgeted operational guidelines. Assists Program Associate Director and Director in management of program operational budget, as appropriate. Monitors expenditures and staffing levels assigned to ensure allocated funds are fully realized and appropriated within the plan year.
- Ensures that operations for service flow are smooth and efficient; this includes prompt intake and referral processing of families referred for HDS services (any point of entry). Facilitates the linkage and integration of core services for supporting HDS program.
- In collaboration with the Data Manager, ensures that data QA is completed according to the timeline established by the internal Evaluation team and that required data submissions to First 5 are successfully completed for the Region. Prepares the Regional Services Network narrative. May need to support as back-up for the Data Manager including ability to run all QA reports necessary for quarterly submissions; responds to First 5 requests in a timely manner when required.
- Fosters a positive environment that promotes the development of a cohesive team, as well as the professional development and growth of employees 'knowledge and skills.
- Provides/ensures staff receive all new hire and annual trainings on time. Leads staff in providing guidance, mentorship, and constructive feedback. Coaches and counsels' staff and administers appropriate disciplinary action in a timely manner.
- Participates in continuous improvement activities and ensures appropriate Lean tools (i.e., 5S, A3) are deployed and results are evaluated and/or measured.
- Collaborates with the Associate Director for HDS programs and Patient Engagement Liaison in planning outreach and marketing activities. May facilitate educational and outreach presentations to community-based organizations and others. Supports in maintaining, developing, and expanding FHCSD relationships with relevant community agencies and groups, as well as in networking with agencies that will serve as resources for the program and target population.
- Performs other duties as assigned.
Requirements:
- Minimum Bachelor's Degree (Master's preferred) in health and human service areas, including Child Development, Psychology, Public Health, Early Childhood Education, Social Work or a related field.
- Significant experience in oversight of services which support child development, health or education related programs/services.
- Or equivalent combination of education and experience that provides the skills, knowledge, and ability to perform the essential job duties, and meets any required state or federal certification requirements.
- A minimum of 3 years of progressively responsible positions in child health and/or development, or related area.
- A minimum of 3 years of supervisory or managerial experience.
- Documented track record in program implementation, evaluation, and oversight.
- Bilingual English/Spanish may be required depending on site location.
- Ability and means to travel as needed in a timely manner within San Diego County. DRIVER REQUIREMENTS: Requires an active Class C California driver's license, proof of liability insurance at $100,000, on vehicle used. No more than 2 points in past 12 months; No suspensions in last 2 years for moving violations; No DUI, reckless or felony Driving within 5 years. No license revocation in 7 years.

The successful candidate will have a demonstrated commitment to community medicine and providing culturally competent care to the medically underserved. In the spirit of pay transparency, we are excited to share the base range for this position, exclusive of fringe benefits. 64,480.00 - 85,973.33
If you are hired at Family Health Centers of San Diego, your final base salary compensation will be determined based on factors such as geographic location, jurisdictional requirements, skills, education, and/or experience. In addition to these factors - we believe in the importance of pay equity and consider internal equity of our current team members as a part of any final offer. Please keep in mind that the range mentioned above is what we reasonably expect to pay for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth.
