The Department of Campus Safety & Auxiliary Services encompasses the following departments: Environmental Health & Safety, Campus Police, Parking & Transportation Services, Insurance & Risk Management, Emergency Management and Business Continuity Planning, Security Technology, 1 Card, University Printing & Graphics, Mail Services and Dowdy Student Stores. The Division is committed to serving the University by enhancing campus safety and managing auxiliary services in an efficient and effective manner that best serves our customers and meets institutional goals.
The Violence Prevention and Threat Management unit manages the university workplace violence program, coordinates the University Behavioral Concerns Team ( UBCT), conducts training and threat assessments and manages cases involving faculty and staff or other individuals posing an imminent threat or safety risk to one or more members of the campus community. The unit also coordinates Youth Program safety and compliance.
Job Duties
The primary purpose of the Assistant Director of Threat Assessment and Case Management is to serve as the Case Manager and Youth Programs Risk Coordinator. The position will support the Director of Threat Assessment and Case Management by managing and coordinating cases for employees threatening violence and other individuals posing an imminent threat to the campus community. The position will also assist the director with threat assessments and training as needed based on workload and cover the director's duties when absent. The Director of Threat Assessment and Case Management oversees the university's Workplace Violence program, coordinates the University Behavioral Concerns Team ( UBCT) and conducts training and threat assessments and manages cases involving individuals posing an imminent threat or safety risk to the campus community. This is a unique and specialized position.
This position blends the functions of non-clinical consultation, program coordination of employee referrals and intake, systems development for reporting and maintenance of employee cases, leadership in addressing factors which contribute to employee turnover and behavioral issues and acting in the absence of the director to conduct imminent threat assessments, manage threats and help lead the unit. In addition, the position will manage Youth Programs risk and compliance through maintaining standards that focus on protecting the safety of individuals who are under the age of eighteen ("minors"), as well as faculty, staff and community members involved in these programs. The Youth Programs Coordinator position was established to facilitate compliance with the ECU Programs Serving Minors Regulation and centralize the required approval process for all camps, clinics, activities, and programs serving minors, whether affiliated with ECU or conducted on University Property.
This position coordinates the university's process for managing cases involving employees displaying threatening behavior and other faculty, staff, students and community members who pose an imminent threat to the campus community. The behavior may require immediate intervention or it may involve a crises with family, health, and other issues requiring referrals, follow-up monitoring and, when necessary, removal from campus. The threatening individual may be faculty, staff, student or other person who threatens a campus community member. Imminent threats from, or directed toward, faculty and staff will require close coordination with People Operations, Success and Opportunity ( POSO) for access to assistance resources while student-related issues will be coordinated with the Dean of Students' (DoS) Office and their Cares Team. The Dean of Students' Cares Team offers assistance to distressed students and connects them to the appropriate campus resources.
The position serves as the primary communicator to department heads, academic deans and designees, health care and mental health providers, staff, and parents relative to students who pose an imminent threat to the campus community and employees displaying threatening behavior who need additional/other resources to succeed at East Carolina University. These services may also require personnel actions or coordinating with DoS regarding student withdrawal from the university. The Assistant Director collects, reviews, coordinates, and manages employee cases that come to the Violence Prevention and Threat Management unit through POSO, ECU Cares, direct telephone calls, e-mails, personal referrals and the University Behavioral Concerns Team ( UBCT). The position reports directly to the Threat Assessment and Case Management director and may require work on evenings and weekends, as needed.
This position is responsible for collaboration with University partners, such as Academic Affairs, Dean of Students/Cares Team, Counseling Center, Housing and Residence Life, POSO, University Attorney, Police & Campus Safety, Clery Coordinator, Student Rights and Responsibilities, Office of Disability Support Services, Undergraduate and Graduate Admissions, and others that intersect with behavioral intervention and threat assessment management. A close, team-oriented and collaborative relationship with these areas is critical to the success of this position and unit mission.
This position provides professional expertise, conducts outreach, consultation, and promotes issues related to behavioral intervention and threat assessment management and associated topics. This position serves on the UBCT and may also serve on the Admissions Safety Committee or be consulted in the pre-admission safety review process for applicants with a criminal or behavioral history. The position may also assist with any campus removal/withdrawal review process, including individuals who have been trespassed from campus and request approval to return. This position oversees the management of sensitive information, maintains timely and accurate records, produces reports, and organizes and disseminates case information, as appropriate.
Case Management

  • Serves as the primary conduit for information to the University Behavioral Concerns Team concerning potential threats of violence, real or perceived, to members of the campus community;
  • Serves as ex officio member of the University Behavioral Concerns Team (threat assessment team);
  • Serves as the primary conduit for information to the Cares team concerning students in need of behavioral intervention and support from Student Affairs professionals;
  • Serves as ex officio member of the Cares Team (behavioral intervention team);
  • Provides case management for the Violence Prevention and Threat Management unit cases, including:
  • Meets with students, faculty, staff, parents, and others, as needed
  • Maintains detailed records within database
  • Supports the work of the Threat Assessment and Case Management director
  • Monitors the progress of employee cases and other individuals posing an imminent threat to the campus community
  • Communicates to stakeholders within an employee or imminent threat case, as needed
  • Gathers appropriate information regarding employees and individuals of imminent threat concern for assessment and intervention;


* In coordination with the director, assists with the following:

  • Focusing primarily on imminent threats, assists director in objectively assessing and triaging all imminent threat cases with UBCT and Dean of Students Cares Team about actual or potential incidents of violence using current accepted processes and best practices;
  • Provides threat assessment response and intervention to potentially violent employees;
  • Reviews Incident Reports to help determine cases that will be tracked by the University Behavioral Concerns Team (UBCT);
  • Interviews, investigates, manages and documents non-criminal threat cases using Maxient (or other university-required database) and coordinates with the UBCT and Cares Team.
  • Monitors and tracks individual cases and their progress to ensure compliance with recommendations and include an on-going assessment and addresses new or emerging concerns as they become more evident coordinating with supervisor;
  • Reviews all unit cases and progress with Violence Prevention and Threat Management Team on a regular (at least monthly) basis and meets regularly with Cares Team to share case information;
  • Assists with education and training for the university community regarding reporting and associated information related to the workplace violence prevention, threat assessment and management process;
  • Coordinates and partners with the Office of University Counsel, the Center for Counseling and Student Development, the Office of Student Rights and Responsibilities, the ECU Police, POSO, and other key stakeholders to help ensure comprehensive case management is in place;
  • Coordinates and partners with external community agencies and law enforcement, as appropriate;
  • Working with ECU Police when applicable, coordinates, develops, and implements safety plans for identified victims or potential victims of violence;
  • In partnership with ECUPD and other Dean of Students victim services staff, provides victim/witness assistance to reporting victims and concerned community members;
  • Refers victims to appropriate ECU resources and provides ongoing victim assistance and case management;
  • Provides database management assistance to ensure data integrity;
  • Collects comprehensive, fact-based information on reported students, faculty, staff and community members that may represent a threat to campus safety;
  • Refers students, faculty and staff who appear to create a safety concern to the campus to the university's Cares Team and/or the University Behavioral Concerns Team (UBCT) as appropriate and follows up on the committee's recommendations;
  • Provides information and refers students, faculty and staff cases to the appropriate resources (i.e., Student Affairs officials, victim advocate services, employee assistance program, People Operations, Success, and Opportunity (POSO), Student Health Services, Center for Counseling and Student Development, Office of Student Rights and Responsibilities); Continues case management as necessary;
  • Ensures student, faculty and staff emergencies are properly directed to the appropriate department or outside agency;
  • Serves as one of the functional experts for the threat case management system;
  • Follows protocols regarding the handling of confidential and highly sensitive law enforcement, employee and student data and information.
  • Attends annual training and maintains certification as required.
  • Assists in providing annual training for UBCT and others as needed.

Youth Programs & Compliance
Responsible for coordinating policy development, implementation, periodic review and compliance across all colleges and divisions of the University. The Assistant Director will serve as the focal point for review and communication of updated procedures and processes to comply with such policies all while articulating the university's vision and mission for youth programs and camps, assuring the integration into the units providing youth programming.

  • Serves as the University point-of-contact and subject matter expert for establishing and maintaining best practices in the protection of minors on campus
  • Monitors policy and legal changes in youth protection to ensure best practices are incorporated into ECU policies, rules, and regulations
  • Collaborates with campus living, human resources, risk management, general counsel, and other applicable areas, including academic and administrative leadership, to recommend and apply updates to policies that impact youth protection
  • Maintains an inventory of youth programs and camps on University Property and shares with appropriate stakeholders, such as ECU Police and Campus Living
  • Provides ongoing direction and training to youth program and camp leadership on the implementation of procedures and recommendations, ensuring integration of best practices
  • Evaluates compliance with policies, rules, regulations, and procedures related to youth protection
  • Creates educational resources, template forms, databases and instructional materials for areas sponsoring youth programming with a focus on continually improving services
  • Develops and implements educational trainings for faculty, staff and students regarding youth safety and other regulatory requirements related to youth protection and compliance
  • Verifies program registration, background clearances, staff training, and insurance requirements are met for youth programs and camps through the use of spreadsheets, databases and/or software systems used for registration and compliance matters
  • Coordinates with appropriate University offices for investigations of alleged misconduct within youth programs and camps
  • Prepares and submits aggregated reports as required based upon noncompliance for state, federal and other agencies to include advising and making programmatic recommendations to compliance committees and superiors.

Minimum Education/Experience

  • Master's degree, or Bachelor's degree in Counseling, Social Work, Psychology, Criminal Justice, Education, or related field plus two (2) years of successful experience in case management or a related field.
  • Knowledge of case management, youth program risk and compliance and legal issues in higher education.
  • Demonstrated experience interacting with the public, parents, students, staff, faculty.
  • Demonstrated experience working cooperatively with various levels of faculty, staff, students, and outside agencies.
  • Experience building teams and relationships across campus communities.
  • Experience in managing cases and projects independently.
  • Excellent written and verbal communication skills.

License or Certification Required by Statute or Regulation

  • Minimum of at least three years of progressively responsible experience managing behavioral cases and conducting threat assessments.

  • Experience handling youth programs and working with university, state, and federal policies and procedures around compliance and safety.
  • Relevant case management training and certifications, such as QPR Suicide Prevention Instructor and membership in the Association of Threat Assessment Professionals (ATAP).
  • University experience with demonstrated knowledge of academic rules and regulations.
  • Experience interacting with the public, parents, student, faculty, and staff on crisis, threat, and case management.
  • Experience with threat assessment best practices, policies, procedures, pertinent North Carolina law and violence prevention is preferred.
  • Ability to prioritize and manage multiple significant situations and cases simultaneously.
  • Ability to serve as an effective member of the UBCT and Cares Team.
  • Ability to communicate highly technical and security related concepts to a broad range of technical and non-technical staff.
