Primary Purpose of Department
The Office of Research Protections and Integrity ( ORPI) is part of the Division of Research. It provides oversight, education, and support for integrity and compliance issues related to research and certain University operations at UNC Charlotte. The office ensures compliance with federal, state, and local applicable policies and laws on human subjects research, animal subjects research, biosafety, conflict of interest and commitment, research misconduct, responsible conduct or research, export control, and research security.
Primary Purpose of Position
The Research Data Compliance Coordinator provides program support to the Office of Research Protections and Integrity ( ORPI) by performing various administrative, technical, and analytical duties and day-to-day management of research compliance programs at UNC Charlotte. This position reports to the Assistant Vice Chancellor for Research Protections and Integrity, and works closely with the Research Security Coordinator, IRB Manager, Library, Legal Affairs, and Office of OneIT, assisting with regulatory requirements for managing, sharing, and accessing research data.

The Research Data Compliance Coordinator coordinates and assists with administrative support for compliance with data management and sharing policies.
Job Summary

  • Administer overlapping, multi-faceted research compliance programs according to institutional, governmental, or sponsor guidelines, policies, regulations, and laws.
  • Coordinate operational functions and build relationships with individuals/areas across the university impacted by research data compliance (i.e., One IT, Office of Research Services, Office of Research Commercialization and Partnerships, Office of Legal Affairs, Office of the Provost, and academic units).
  • Assist with developing, reviewing, and maintaining policies, procedures, tools, and resources for data transfer and ownership in a changing regulatory environment and with multiple stakeholders.
  • Read and understand regulatory materials, apply regulatory knowledge to operational situations, and communicate requirements to others.
  • Provide expert advice and guidance in a professional manner, both verbally and in writing, to faculty, staff, and certain externally affiliated persons on regulations and sponsor requirements related to research compliance or University policy.
  • Assess unique and complex situations and recommend the most appropriate action.
  • Recognize urgent or critical matters and respond or escalate as required.
  • Identify program-related opportunities and gaps and recommend changes to ORPI leadership.
  • Compile, organize, and secure information and prepare reports, records, and communications of a confidential nature to document regulatory data compliance.
  • Maintain paper records and electronic databases for all responsible programs.
  • Assist with developing, implementing, and delivering education and training programs to ensure compliance with federal regulations, state laws, and institutional policies.
  • Develop and implement strategies for outreach (e.g., flyers, videos, website resources, virtual and in-person presentations, etc.).
  • Coordinate investigations and resolve complex problems, including but not limited to noncompliance issues.

Summary of Position Responsibilities
Specific Duties

  • Monitor and communicate, both verbally and in writing, changes to laws, regulations, and policies related to data sharing and management, and identify and implement any changes necessary to ensure compliance.
  • Assist in the review of grant proposals and awards with specific data sharing and management requirements. Especially during the pre-award stage, work with the Office of Research Services pre-award staff and PIs to develop these plans in accordance with the sponsor's requirements.
  • Assist with reports to support research compliance operations.
  • Assist with developing data management plans, data security plans, and technology control plans when needed.
  • Assists in investigations of data security incidents.
  • Assist with ensuring compliance with data security plans.
  • Liaise with governmental and non-governmental organizations to ensure compliance with contracts and agreements related to Controlled Unclassified Information (CUI) and HIPAA-protected data.
  • Partner and work directly with faculty, staff, and other University offices, including the Offices of Legal Affairs, OneIT, Office of Research Commercialization and Partnerships (ORCP), and the Library to support data sharing and ownership challenges.
  • Data security: stay abreast of data security best practices, including the use of apps in research, cloud-based data storage, storage of sensitive and identifying information, and secure data enclaves
  • Conduct comprehensive analyses of agreement provisions regarding research data use.
  • Analyze complex requirements associated with both incoming and outgoing research data use agreements.
  • Maintain advanced knowledge of program-related technology, including but not limited to the electronic Research Administration (eRA) system (InfoEd Global product), Smartsheet, and various document applications.
  • Maintain advanced knowledge of applicable HIPAA regulations pertaining to the use and transfer of data.
  • Assist with metrics and all data report needs for the Office of Research Protections and Integrity.
  • Maintain a database and track any agreements related to research data and its requirements.


Other Responsibilities

  • Supervise and assist temporary staff or graduate assistants as needed.
  • Performs other duties as assigned

Minimum Education/Experience

  • Bachelor's degree with 1-4 years experience or
  • An equivalent combination of education/experience.

Preferred Education, Knowledge, Skills and Experience

  • Graduation from a four-year college or university degree
  • Work both independently and under supervision.
  • Independently coordinate, manage, and complete assigned projects in a timely manner.
  • Handle multiple tasks thoroughly and efficiently.
  • Advanced computer and software skills, including MS Office Suite, Google Suite, and Smartsheet knowledge.
  • Prior experience using infoEd Global software.
  • Have excellent oral and written communication skills.
  • Have strong interpersonal, communication, organization, teamwork, and customer service skills.
  • Prior experience in data science, compliance, or regulations.
  • Knowledge of HIPAA requirements for data handling and storage.
  • Ability to maintain confidential information at all times.
