Washington County's Land Use & Transportation (LUT) Department is now hiring a Learning and Development Specialist!
The Position
The Learning and Development Specialist provides support to the overall training program by performing a variety of duties with a high level of integrity, strong time management skills, communication and professionalism in collaboration with teammates.
This position works with the Learning & Development Analyst in identifying training needs within LUT, assist in designing and developing training programs, delivering training sessions, evaluating their effectiveness, collaborating with subject matter experts, and managing learning management system (LMS) to ensure employees are supported in their learning journey, remain compliant, acquire necessary skills and knowledge for the desired performance.
Ideal Candidate
We are looking for an experienced Learning and Development professional with expertise in managing LMS platforms like iLMS, Degreed, and Workday. They excel in content creation, course management, troubleshooting, analyzing data, running reports and enhancing the overall learning experience for a diverse set of employees. With a results-driven approach, good problem solving skills, and effective communication, they have a proven track record of designing and delivering programs that develop employees into leaders, and subject matter experts. They blend of technical proficiency, focus on employee growth, and commitment to delivering impactful learning solutions is they key to our ideal candidate.

MINIMUM QUALIFICATIONS

MINIMUM QUALIFICATIONS Education and Experience:
- Bachelor's degree in business or public administration, training and development, organizational development, human resource management, or a related field AND two (2) years of professional experience working with groups and individuals as a trainer, educator, career development coach or consultant, or facilitator; OR
- Associates degree in business or public administration, training and development, organizational development, human resource management, or a related field AND four (4) years of professional experience working with groups and individuals as a trainer, educator, career development coach or consultant, or facilitator; OR
- Six (6) years of professional experience working with groups and individuals as a trainer, educator, career development coach or consultant, or facilitator.
ADDITIONAL LICENSES, CERTIFICATES, PHYSICAL ABILITIES AND SPECIALTY REQUIREMENTS:

Selection Process

- MQ Review: HR will screen applications for minimum qualifications after the posting closes.

- Panel Interview(s): Our goal is to schedule panel interviews with candidates that meet the minimum qualifications and pass the SME review as soon as possible.
- Reference Checks: The hiring manager will conduct reference checks on the top candidate.
- Salary Analysis & Conditional Offer: Human Resources will conduct a salary analysis for the successful candidate(s) and extend a conditional offer of appointment.
- Post-Offer Checks: Human Resources will conduct any required backgrounds or driving records (if the position requires them)
- Start Date: A start date will be determined after all conditions of employment have been met.
