Manage systems for training and development of guidance for TRB Technical Activities Division volunteers. Assess volunteer and staff training needs based on institutional mandate and TAD policy and process requirements. Manages, organizes, and updates all training and guidance for TAD volunteers and for TAD staff in relation to TAD-specific activities they conduct with the volunteers. Develops, administers, organizes, and conducts training and educational programs in connection with identified TAD needs. Oversees daily utilization of the learning management system to include implementing system and new application upgrades, maintaining records of training activities and volunteer and employee progress, with the expectation to report upon and monitor effectiveness of programs. Manages and creates e-learning, from storyboarding and packaging through desktop delivery. Produces and manages scheduling of live, virtual training, developing materials, and arranging delivery of training with providers. Works independently, receiving minimal guidance. Applies in-depth professional level knowledge to independently solve a full range of complex problems. Assignments are broadly defined and require judgment and creativity to complete. Defines functional area operating standards and ensures essential procedures are followed based on knowledge of own discipline. Some persuasion, negotiation and compromise involved in interchanges. JOB SPECIFICATIONS Required Knowledge, Skills, and Abilities:Comprehensive knowledge of e-learning production and/or learning technology software and learning management systems. Strong proficiency in Adobe and Microsoft Office products, particularly PowerPoint. Ability to manage and maintain privileged, sensitive, and confidential information and matters appropriately. Ability to operate independently, and exercise appreciable latitude for independent judgment, discretion, and action, while also operating as a member of a team. Experience working in complex environments with a high degree of organizational effectiveness and human relations skills. Strong analytical, organization, problem solving, and presentation skills. Ability to develop relationships with co-workers and employees in other departments through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of employees and volunteers. Ability to handle sensitive and confidential information appropriately. Strong initiative and solid judgment skills. Minimum Education/Training Requirements:Bachelor's Degree in Education or Instructional Technology or related field, or equivalent knowledge. Minimum Experience:Six years of related professional experience. Physical Capabilities:Ability to work at a computer for extended periods of time. Required Licenses, Certification or Registration:None. Supervisory Responsibilities/Controls:Reports to Director, Training. General direction provided. Compensation Range: The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $88,450 - $121,620. Compensation offered to the selected candidate will be based on the candidate's relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters. Note it is not typical for a candidate to be hired at the higher end of the range. This is a benefits-eligible position.
