JOB SUMMARY
The Operations Program Manager is accountable for the business and clinical oversight of the North Texas Hemophilia Treatment Center. The program manager works in collaboration with the other members of the hemophilia program and the Blood Disorders Clinic, including 340B pharmacy, nursing, and medical staff to direct and evaluate the care provided to patients being seen in the program. The program manager is responsible for daily operations, program development, business oversight and evaluation, and grant submissions. This individual develops and supports implementation of policies and procedures specific to the ongoing operation and evaluation. The Program Manager provides input into the annual budget planning and monthly review of operational revenue and expenses. This position is under the general supervision of the Medical Director and works closely with the Blood Disorders Clinic leadership and Internal Medicine hematology clinic leadership.

EXPERIENCE AND EDUCATION
Required



  • Education
    Bachelor's Degree in related field,


  • Experience
    7 years Experience in clinical patient care and/or research; including at least and
    3 years Experience in project management and


  • Licenses and Certifications
    (RN) REGISTERED NURSE Current RN licensure Upon Hire

    Previous managerial experience preferred.


PRIMARY JOB DUTIES



  • Personnel management and supervision.
  • Nursing recruitment, retention and education.
  • Review, triage and scheduling of new patient referrals.
  • Schedule management - currently an entirely manual process.
  • Develop, maintain and manage database of all new, current and inactive patients' Clinical RN assignments.
  • Clinic management.
  • Development and oversight of patient education materials.
  • Hemophilia community local chapter liaison along with HTC SW.
  • Primary contact and spokesperson for the HTC with industry partners involved in PAP programs, research and patient relations.
  • Primary contact for the Hemophilia Alliance.
  • Develop and review annual grant and program reports.
  • QI project development, oversight and management.
  • Transition liaison with CMC along with HTC SW.
  • Back up for existing RN staff.
  • Back up for clinical research coordinator.
  • Currently responsible for all aspects of the 340B home factor program.
  • Reorganize with the Program Manager interfacing with patients, placing orders and maintaining current prescriptions.
  • Assures PAs in place prior to dispensing product under the 340B program.
  • Engages directly with payers for LOAs and complex PAs.
  • LOA contact for UTSW OPAIS review and oversight.
  • Program planning, oversight and expansion.
  • Space planning.



ADDITIONAL JOB DUTIES



  • Assist Center Medical Director with the functions and daily operations of the Hemophilia Treatment Center.
  • Oversee clinical research operations and research compliance of the Program; provide supervision and training to clinical research and nursing staff.
  • Manage financial activities related to the 340B factor program, including quarterly review of 340B pricing, negotiations with payers, and obtain prior authorizations for factor orders.
  • Interface with UT Southwestern 340B program team regarding factor prescription billing and reimbursement; ensure 340B factor program and HRSA compliance.
  • Assist financial analysts with accounts receivable reconciliations; assist patients with billing questions/issues.
  • Serve as primary liaison with department clinical research unit regarding hemophilia clinical trials.
  • Responsible for the development and expansion of the Hemophilia Treatment Program to multiple disciplines across the UT Southwestern campus.
  • Serve as a lead research program representative to monitor all collaborative relationships between internal departments and external entities.
  • Adhere to applicable program and institutional policies and procedures to ensure optimal operation of clinical research unit.
  • Performs other duties as assigned.
