Description

The Leidos Partnership for Defense Health is a $4.6B single award DHMSM IDIQ contract, known as MHS GENESIS. This highly visible program provides modernization of Electronic Health Records (EHR) capabilities for the Department of Defense, supporting nearly 10 million service members and their families worldwide. While every healthcare system is addressing quality, user experience and cost, the MHS GENESIS program has the added challenge of delivering these objectives within the DOD security environment, at the DOD's global scale, all while supporting the Defense Health Agency (DHA)'s vision of a medically ready force which is essential to our national defense.

Leidos is seeking a dynamic leader to become the DoD Healthcare Management System Modernization (DHMSM) Chief Technology and Innovation Officer (CTIO). This is a newly created position designed to provide sound leadership to support execution and drive continuous innovation for our dynamic customers and stakeholders. As the CTIO you will serve as the senior leader responsible for leading the program's technical and innovation efforts. You will be empowered to oversee the development and implementation of new products, services, and business models by identifying emerging trends, fostering a creative culture, and ensuring the company stays ahead of industry competition through strategic innovation initiatives.You can expect to be collaborating closely with other departments to align technical and innovation strategies with overall business goals.

This position requires being well-versed in current healthcare technological trends and experienced with Digital Health concepts. Strategic thinking, an innovative mindset, and strong business acumen are also essential in this role. The CTIO will communicate with program staff, industry partners, the wider Leidos ecosystem, and our customers to share the Leidos vision. The DHMSM CTIO will collaborate with the Military Health System Division CTO and other key customer stakeholders to bring Leidos wide capabilities and innovations to the program. This collaboration will include developing DHMSM use-cases to leverage corporate investments, driving innovations through the Health and Civil Sector Innovation Lab and collaborating on technical upskilling and resource planning.

Responsibilities

  • Develop the technology roadmap for DHMSM program, bringing industry best practices and future technologies to our customers.
  • Be an industry thought leader and lead innovative thinking for the program.
  • Develop an innovation strategy and garner support from business stakeholders, customers and business partners.
  • Develop and execute a forward-looking technical strategy, with contingencies in place to navigate the complexities of global markets and ensure long-term success.
  • Build and maintain a strong network of connections who can support collaboration and provide valuable feedback to the innovation and technical processes.
  • Evaluate and balance risk/reward for innovation and organizational objectives.
  • Champion change management.
  • Discover and implement new technologies that yield a competitive advantage and demonstrate thought leadership our customers and stakeholders.
  • Use continuous feedback to inform necessary improvements and adjustments to people, process, and technology.
  • Be an experienced communicator and confidently communicate technology and innovation strategies to partners and customers.
  • Lead the DHMSM Innovation Council to include collaborating with Leidos partners and Leidos OOT.
  • Serve as a senior technical advisor to support complex technical problem-solving.
  • Lead collaboration with Leidos OOT to support technical insertion and innovation development efforts across the company.
  • Continuous assessment and evaluation of the marketplace and maintain overall market awareness.
  • Bring a unique approach and methodology that provides a competitive advantage, delivering exceptional measured outcomes that provides value to our customers, cultivates long-term relationships and positions Leidos at the forefront of the industry.
  • Uphold the highest standards of international compliance, best practices, and group policies, ensuring every action aligns with our values and market expectations.

Minimum qualifications:

  • Deep experience in the healthcare industry, to include EHR work.
  • Knowledge of healthcare technological trends and innovations.
  • Experience in building a healthcare strategic technical roadmap.
  • Knowledge of current healthcare hot buttons and potential solutions.
  • Understanding of budgets and complex business-planning.
  • Ability to conduct technological analyses and research.
  • Demonstrated excellent verbal and written communication skills with the ability to translate complex findings to both non-technical and technical audiences.
  • Strategic thinking.
  • Proven to be self-motivated, with demonstrated success leading cross-functional teams.
  • Ability to obtain/maintain a Public Trust Security Clearance.

Preferred qualifications:

  • Knowledge of federal healthcare marketplace, especially the military health domain, with the ability to serve as a subject matter expert.

Education & YOE Requirements

  • Bachelor's degree (or higher) in computer science, engineering, health services research, public health policy, business, epidemiology, economics, statistics, or a clinical degree to include nursing, ancillary clinical services, and medical providers.
  • 10+ years of senior healthcare industry experience in technical assistance, program implementation, quality improvement, evaluation, and/or policy expertise, including solid data, analytic, and quantitative skills.
  • Experience developing and leading initiatives to improve the patient and provider experience. Knowledge in a variety of healthcare settings.

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
