Plan and coordinate the field inspections operation of multi-functional service delivery teams that include building, plumbing, and mechanical trades inspectors to ensure consistency and efficiency in application of State and City Building Codes.

Job Duties and Responsibilities

- Responsible for managing all Construction Code inspection activities, including supervising construction inspection activities in geographical sectors by planning, directing and evaluating the work of District Supervisors and building, mechanical, and plumbing inspectors.
- Analyze, evaluate, and approve modification requests to building system designs, and make recommendations to the Building Official.
- Evaluate performance of District Supervisors and inspectors through ride-alongs, site visits, meetings and performance appraisals to ensure that all inspections are done in accordance with applicable codes, procedures and performance measures.
- Create, implement and administer citywide special programs within the sector by designing procedures and/or policies and analyzing relevant data to meet established business and City goals as defined in the comprehensive plan.
- Work with all stakeholders, including, but not limited to developers, contractors, design professionals, and neighborhood groups and their representatives, sharing information to ensure code enforcement efforts are understood.
- Assist in the development of business case presentations, work rules, policy and procedures, budget initiatives, and performance measures.
- Respond to emergency situations such as fires, explosions, structural collapses, etc. to assess the situation and coordinate corrective actions with other emergency response personnel.
- Respond to constituent complaints by investigating, conducting site visits, making recommendations and communicating the results with affected parties.
- Provide employee training in the use of new technologies.
- Assist in the review of new products, code equivalencies and provide routine interpretations of code and ordinance requirements consistent with the division's policies.
- Represent the division in public meetings, public relations efforts, special assessment appeal hearings, etc., including communications with elected officials, stakeholders and the media by disseminating accurate information to educate the public and foster positive public relations and cooperation.
- Participate in code development process at State and and National levels.
- Manage operational decisions and transactions for the CCS field inspections group, including facility operations, assistance in fleet purchases for the CCS Division, acquisition of technology needs for staff, including analysis of anticipated purchases, and coordination and oversight of all staff training expenditures.
- Authorize payments for Emergency Demolitions and Repairs, and re-imbursements from Finance for compliant property owners who have completed repair, satisfying State Statute 65A.50.

Required Qualifications

Minimum Education Bachelor's Degree in Construction Management, Engineering, Architecture, a related field or equivalent (Various combinations of training and experience can qualify for this position)
Minimum Experience Seven years experience in construction code enforcement or building design and/or construction, that have included a minimum of three years of progressively responsible management experience
Licenses/Certification State of Minnesota Licensure as a Certified Building Official International Code Council Certification for Inspector or Plans Examiner (Residential or Commercial, Building, Mechanical or Plumbing) Valid Driver's License Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Knowledge, Skills and Abilities

- Registration as an architect or engineer with the State of Minnesota is desirable.
- Knowledge of State Building Codes, related statutes and ordinances and the principles and practices that apply to their enforcement, including principles and practices of regulatory administration.
- Knowledge of construction and building design, including building, plumbing, mechanical, electrical, and elevator codes and ordinances used within the City of Minneapolis.
- Considerable knowledge of legal procedures related to the enforcement of building and zoning ordinances.
- Understanding of the Housing Maintenance Code, City Zoning Code, and related ordinances.
- Ability to negotiate and resolve problems and to remain calm, focused, and decisive in stressful environments and manage critical situations.
- Ability to interact and work effectively with diverse communities.
- Ability to interpret and explain code requirements clearly and in non-technical language to a diverse public as well as in technical terms to other professionals.
- Ability to clearly document any discussions and approvals relating to code equivalencies, alternate construction methods or materials or any other deviation from customary practice.
- Ability to review and analyze project implementation proposals from policy, financial and technical perspectives.
