Job Summary

The Research Administrator position reports directly to the Contracts and Grants Supervisor 2 who has oversight of the research activities for the Department of Ob/Gyn and Family Medicine. This position plays an integral role in the department as the pre and post award analyst of our contract and grant operations, independently providing expert and comprehensive financial, analytical, and administrative oversight for all pre and post award activities. This position works closely and collaboratively with faculty (principal investigators), fellows, residents, and research staff located on the Sacramento campuses. This position serves as seasoned pre-award and compliance expert in University Policy and Procedure for grants, contracts, and financial and personnel procedures as they relate to intra- and extramural funding. Manage all pre-award activities related to federal, state, for-profit- and non-profit contracts and grants, gifts, and other funding sources. Required skills include in-depth knowledge and experience in budget preparation, analysis, and forecasting with the ability to control complex budgets.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree in a related area and/or equivalent experience/training.
  • Interdepartmental pre-award experience.
  • At least 2 years experience in budget preparation and guidelines for Federal, State and Private granting agencies.
  • Extensive knowledge of federal, state, and private grant budgeting, financial reporting, and policies regarding the use of grant funds.
  • Ability to convey recommendations clearly to principal investigators, managers, and staff to ensure compliance with the policy.
  • Ability to make immediate appraisals of compliance with proposal guidelines/regulations and acceptability of award conditions and determine whether matters need to be brought to the attention of the principal investigators.
  • Advanced knowledge of electronic grant applications including eRA Commons, MyNCBI, Cayuse SP, Cayuse424, ProposalCentral, Fastlane, and Foundation portals.
  • Advanced editing skills to comprehend scientific data for preparation of research grant proposals. Proofreading skills to identify errors and the ability to correct errors and produce error-free work. Must be detail oriented.
  • Thorough knowledge of and experience in budget preparation and negotiations for industry funded clinical trials, In-depth knowledge of and experience in budget preparation for Federal, State, and private granting agencies. Thorough knowledge of and ability to coordinate, produce, and execute contract/agreement and grant submissions to Federal, State, industry foundations, and various funding agencies.
  • Demonstrated ability to interpret, comprehend and comply with university, State, and Federal guidelines, policies, and procedures as it relates to the submission and management of contract and grant applications.
  • Works independently without instruction.
  • Skills to exercise independent judgment to research, analyze, troubleshoot, and problem solves inquiries and concerns in an objective and constructive manner; excellent problem-solving skills and ability to provide conflict resolution without guidance.
  • Skills to simultaneously organize projects and to set priorities to effect project completion within stated deadlines; ability to complete tasks accurately, neatly, and quickly under the pressure of deadlines and other duties.
  • Knowledge of administrative practices and procedures; skills, knowledge, and abilities to recognize, spell and use standard English correctly; abilities to recognize, spell and correctly use medical, technical, and scientific terminology.
  • Ability to analyze financial data and reports and make meaningful conclusions. Ability to solve problems quickly.
  • Ability to work effectively and efficiently with changing priorities, demanding workload, and complete projects within required deadlines. Ability to use independent judgment to make logical decisions.
  • Analytical skills to independently and proficiently assume responsibility for coordinating and completing complex projects, including requiring interactions with many internal parties in a matrix organizational structure.
  • Ability to work with multiple external parties in a professional manner, as a representative of the department and the University. Ability to apply time management principles and take the initiative to prioritize and follow tasks through to completion within required deadlines.
  • Ability to maintain confidentiality, exercise discretion, use independent and mature judgment, work independently with limited supervision, and be committed to team building, quality assurance, and process improvement.
  • Ability to effectively and professionally communicate, written or orally, and establish and maintain good rapport with staff, faculty, coworkers, and external contacts. Intermediate to advanced level proficiency in Microsoft Word and Excel. Ability to use the internet effectively. Ability to learn other programs, as needed, to successfully perform the duties and responsibilities of the position.
  • Ability to interpret and implement verbal or written instruction.
  • Advanced computer skills to quickly and accurately produce a wide variety of materials. Advance knowledge of software programs such as MS Office: Excel, Word, and PowerPoint.
  • Organizational skills to determine manage and meet priorities and deadlines. Ability to development of timelines and work plans.

Preferred Qualifications

  • Bachelor's degree in business, public health or science related field highly preferred; a master's degree in Public Health, Business Administration, or Health Administration is desirable.
  • General knowledge of clinical trial operations, including but not limited to IRB and FDA requirements.
  • Demonstrated knowledge of: University policies and procedures on purchasing, travel, entertainment, payroll, personnel, transfers of expenses, invoicing and collections is mandatory.
  • Federal financial guidelines as stated in OMB A-110, OMB-Circular A-21 and federal audit guidelines in OMB-Circular A-133. UC accounting and financial policies related to management of Extramural funding.
  • Experience using generally accepted accounting principles and practices (GAAP).
  • Research Administration and Financial Management experience: Managing multiple awards and account management in compliance with applicable department, University, and Federal agency policy.
  • Ability to manage multiple funds involving different accounting procedures including analysis, reconciliation, projection, fiscal closing and grant preparation.
  • Serving both internal and external customers in the preparation, review and submission of proposals for contracts and grants. Managing both pre and post award activities.
  • Communicating and applying terms and conditions of various sponsor's, federal, state, and University guidelines, policies, and procedures governing research including but not limited to, intellectual property.

The Department of Obstetrics and Gynecology is a School of Medicine academic/clinical
department of approximately 40 faculty members, 11 Volunteer Clinical Professors, 4 Staff
Physicians, 9 Fellows, 30 Residents and approximately 76 staff members. The Department
of Family and Community Medicine is a School of Medicine academic/clinical department of
approximately19 faculty members, 30 Volunteer Clinical Professors, 8 Staff Physicians, 47
Residents and approximately 40 staff members. The departments are responsible for
providing research, education and clinical service.
