Overview:

The Nuclear and Radiological Protection Division (NRPD) at the Oak Ridge National Laboratory (ORNL) seeks a Nuclear and Radiological Measurements Manager within the Nuclear Measurements and Analytical Services Group. ORNL is a world leader in advanced science and technology research involving several nonreactor nuclear facilities, accelerators, and the High Flux Isotope Reactor which involve a complex range of internal and external radiological hazards that are managed to protect more than 3,000 researchers and operations staff involved in the Nuclear Research and Isotope Production Mission. The Nuclear Measurements and Analytical Services Group is responsible for maintaining Department of Energy Laboratory Accreditation Program (DOELAP) accreditation forin vivoandin vitroanalytical programs and providing specialty measurement capabilities as an essential part of the ORNL Radiological Protection Program. The primary focus of this position is to manage the technical programs and staff responsible for the in-vivo counting laboratory (i.e., whole-body and lung counters), radiological protection operations field support counting laboratory which includes field non-destructive assay measurements capability, and the radiological airborne effluents "stack monitoring" program.

Major Duties andResponsibilities:

The Nuclear and Radiological Measurements Manager position requires a solid understanding of nuclear measurements instrumentation, specifically gamma spectroscopy applications. The position is primarily responsible for directing and managing technical staff and ensuring the quality ofin-vivodosimetry and specialty measurement counting results. The Nuclear and Radiological Measurements Manager serves as the subject matter expert laboratory and field counting measurements and capabilities. This position serves as the NRPD point of contact with ORNL research and operations senior technical staff and management for consultation on radiological monitoring system needs and for planning and managing major technical projects in support of ORNL-wide radiological monitoring initiatives.

Specific responsibilitiesinclude:

• Oversight and management of ORNL stack radiation monitoring instrumentation framework.

• Responsibilities include collaborating with UT-Battelle environmental compliance staff to ensure that monitoring systems comply with applicable regulatory requirements.

• Ensure that stack monitoring systems are properly calibrated, maintained and provide data reporting and metrics necessary for compliance.

• Oversight and management of whole body counting, lung counting, and wound counting capabilities, facilities, instrumentation, and metrics.

• Maintain DOELAP accreditation for thein-vivocounting laboratory.

• Provide technical support and direction to the NRPD analytical support laboratory staff concerning nuclear instrumentation counting techniques, procedures, and processes.

• Participating in incident/accident investigations involving radiological materialreleases and/or potential intakes related toin-vivomonitoring.

• Aid in the development and/or revision of procedures and technical documents for the calibration and use of specialty radiological instrumentation.

• Provide support to NRPD senior staff in developing strategic nuclear instrumentation upgrade initiatives and implementation plans.

• Interface with vendor support related to instrument troubleshooting and repair.

• Provide technical support to the NRPD radiological safety training program for areas of responsibility.

• Serve on the ORNL Emergency Operations Center support team as assigned.

• Demonstrate Safety Leadership by influencing a balanced perspective on risk tolerance through consistent communication and actions.

• Participating in and/or performing audits, inspections, verifications, and surveillances.

• Develop and manage metrics, goals, and outcomes for assigned areas and staff.

RequiredQualifications:

• BS degree in health physics, physics, chemistry, or a related technicalfield.

• Eight or more years' operational radiation protectionprogramexperience.

• Demonstrated experience withnuclear measurements and gamma spectroscopy applications.

• Knowledgeable on laboratory quality assurance processes and procedure development.

• Three or more years technical program management experience.

PreferredQualifications:

• An advanced science or engineering degree in a directly related discipline (e.g., health physics, physics, radiochemistry, etc.) is a plus, and will be given appropriate consideration in lieu of experience.

• Well versed in current regulatory and consensus standard guidance on laboratory and field radioactivity measurements.

• Advanced computing skills, including data reduction, analysis, andpresentation.

• Knowledge of Canberra's Genie2k, APEX Gamma (Desktop and Client/Server), Apex In Vivo and Abacos2k software applications with HPGe and NaI detectors is highly desirable.

• Excellent organization, communication, writing, and interpersonal skills, with a demonstrated ability to interface with senior technical staff, auditors, regulators, and customers from varied disciplines and backgrounds.

Special Requirements:

• This position is a Workplace Substance Abuse program (WSAP) testing designed position which requires passing a pre-placement drug test and participation in an ongoing random drug testing program in which employees are subject to being randomly selected for testing.The occupant of this position will also be subject to an ongoing requirement to report to ORNL any drug-related arrest or conviction or receipt of a positive drug test result.
